Harbor Compliance registered agent review (2026)
Facts checked October 13 to 15, 2026.
Harbor Compliance's registered agent service costs $99 first year for new customers, then renews at $159 annually. The service includes document scanning, a Client Portal and annual report filing reminders. Its terms renew the service each year unless you give notice at least 90 days before the end of the current term, and they state that "all Fees paid for the Services are non-refundable." Those terms suit owners who keep a compliance calendar and want report filing from the same company; owners who may switch agents on short notice should read the cancellation section first.1, 2

How much does Harbor Compliance charge after the first year?
The renewal is $159 annually. The lower introductory price applies to new customers only, so it is a discount on the opening term and not the going rate.1
Harbor's own wording makes that plain. Its registered agent page states the discount and the renewal in one line, and a state landing page labels the offer "Limited introductory pricing" and tells buyers to "lock in your rate before it increases to $159." Once the introductory term ends, you pay the regular $159 figure.1
Prepaid terms at the introductory rate
Harbor's registered agent page also sells prepaid terms at the introductory rate. A prepaid term shows as "$198 Total ($99/yr)" for the shorter option and "$297 Total ($99/yr)" for the longer one, and the service then renews at $159 once the prepaid period ends. Because the terms of service make all fees non-refundable, prepaying ties money to the service for the whole term. That is worth weighing if there's a chance you'll dissolve the LLC or move it to another agent.1
Costs that sit beside the agent fee
Three related costs are published, and one isn't.
- Annual report filing is a separate service: "Annual fees are $199 per state plus filing fees." Harbor adds that "Volume discounts up to 40% are available when you order online."3
- A business address is sold on its own at $350/year, per company, per location, marked "Limited time offer."4
- LLC formation is listed as "Starting at $99 plus state fees."5
- Harbor offers an EIN service, but its pages don't publish a price for it.
Add these up and the second year of a single LLC with Harbor filing the report comes to the agent renewal plus $199 per state plus whatever your state charges for the report. Our annual reports explainer shows how the state part varies.
What does Harbor Compliance do when legal papers arrive?
Harbor scans documents that arrive for your company and posts them to its online Client Portal, with deadline reminders alongside.
The summary text on its registered agent page reads "Get reliable, local, same-day document scanning in all 50 states." That line sits in the page's meta description rather than the visible body copy, which is worth knowing if you want a commitment you can point to later.1
| Mail scanning | Same-day document scanning |
|---|---|
| Mail forwarding | Not published |
| Compliance alerts | Annual report filing reminders included |
| Online dashboard | Client Portal and Entity Manager |
A state landing page goes further than the main page on scope: "All mail received at our Branchburg office is scanned and uploaded to your portal the same business day." That wording covers all mail at one office. Harbor's main registered agent page doesn't say whether the same treatment applies to ordinary business mail in every state, and it doesn't publish a mail forwarding option for originals.1
The portal and the reminders are described together. In Harbor's words: "Reliably receive document deliveries in your Client Portal and automated annual report notifications via Entity Manager." The reminders are calculated by Compliance Core, Harbor's own deadline tool, and come with the agent service rather than as an add-on.1
What stays on the public record
Every registered agent puts its own address in the agent field of a state filing, Harbor included. The other fields on a formation filing, such as a principal office or the names of members and managers, follow your state's rules. Naming Harbor as agent doesn't change those. Harbor does sell a separate virtual address product at $350/year. It describes that price as "Equivalent to $29/mo with no fees." Whether a state accepts that address in a given field is a question for the state. Our page on what a registered agent can and can't keep off the record explains which fields stay public.4
How do renewal, cancellation and refunds work at Harbor Compliance?
| Auto-renewal | Yes, auto-renews for successive one-year terms unless non-renewal notice given at least 90 days prior |
|---|---|
| How to cancel | Must give notice of non-renewal at least 90 days before the end of the current term; otherwise service auto-renews for another one-year term |
| Refund policy | No refunds; fees non-refundable |
Renewal. Harbor's terms of service say the subscription will automatically renew for successive one-year terms. The registered agent page gives the renewal as $159 annually.1, 2
Cancelling. To stop the next term, you have to give notice at least 90 days before the end of the current term. Harbor's help center adds: "We notify you 90 days prior to your subscription renewal date." Miss the window and the service renews for another full term.2
A Harbor state landing page for New Jersey says "Cancel anytime - no penalties." That line doesn't match the notice period in the terms of service. When a landing page and the contract disagree, the contract is what you signed, so plan around the notice date.2
Leaving Harbor also needs a state filing. The usual order is below.
- Pick the new agent, or confirm your state lets you act as your own.
- File the change of agent with the state and wait for it to be accepted.
- Send Harbor your non-renewal notice before the deadline in its terms.
A change of agent can take a while to clear in some states, so start well ahead of the notice date. Our guide to changing your registered agent covers the state side, and the guide to cancelling a registered agent explains why the state filing comes first.
Refunds. Section 17 of the terms is headed "No Refunds" and says "all Fees paid for the Services are non-refundable." That covers the agent fee, a prepaid term and any renewal that goes through because notice came late.2
What do Harbor Compliance's LLC packages include?
Harbor publishes one starting figure for forming an LLC: "Starting at $99 plus state fees." The page summary lists the work as name check, articles, registered agent, EIN, and the operating agreement. The pages our facts come from don't show what each tier adds, so the tiers aren't compared here.5
| Package | Price | Includes | Registered agent |
|---|---|---|---|
| LLC formation (starting price; tiers not published on fetchable pages) | Starting at $99 plus state fees | Name check, articles, registered agent, EIN, operating agreement | Not stated |
| State fees | Yes |
|---|---|
| Expedited filing | Expedited state processing available in most states (price not published) |
| Processing time | Most LLCs prepared and filed in one business day; state response varies |
Speed is the part Harbor describes in most detail. It says: "We can prepare and file the government forms to create most LLCs in one business day." The state's own queue is separate. The same page notes that some states respond at once online while others can take 10+ weeks to respond. For faster state handling, Harbor writes: "We can expedite the state's processing of your LLC and offer several options in most states." It doesn't publish the price of those options.5, 6
Three points to settle before you order.
- Whether the agent's first year is in the package. The formation summary names a registered agent among the filings handled, but Harbor's registered agent page doesn't say the agent is part of a formation package. Ask Harbor whether your formation order adds a year of agent service and at what price.
- The operating agreement. It appears in the formation summary. Harbor doesn't publish it as a separate product with its own price.
- The EIN. Harbor says: "Rely on us to obtain your EIN and set up your payroll tax accounts." The EIN service has no published price.5
State fees are charged on top of everything above. Each state page on this site lists them, for example forming an LLC in Delaware.
| Annual report filing service | $199 per state per year plus filing fees |
|---|---|
| Deadline reminders | Annual report reminders included with registered agent service |
| EIN service | EIN service offered (price not published) |
| Operating agreement | Not published |
| Virtual address | $350/year per company, per location (limited time offer) |
What Harbor Compliance doesn't publish
Not found on Harbor Compliance's own website: mail forwarding, operating agreement, accepts non-us founders, ein without an ssn, u.s. bank account help, support hours.
The gaps that affect cost most are the formation tier prices, the price of expedited state handling and the EIN fee. Ask for those in writing before checkout.
Does Harbor Compliance serve founders outside the U.S.?
Harbor's pages that we drew on don't say whether it accepts founders who live abroad, whether it can get an EIN for someone without a Social Security number, or whether it helps open a U.S. bank account.
| Accepts non-US founders | Not published |
|---|---|
| EIN without an SSN | Not published |
| U.S. bank account help | Not published |
Because none of this is published, Harbor isn't on our list of agents for non-resident founders. Founders outside the U.S. can start with the providers on that list, each of which says on its own pages that it serves them.
How do you reach Harbor Compliance?
The contact page lists a phone line at 1-888-995-5895, an email address (info@harborcompliance.com), a fax line and a help center. It lists no live chat, and Harbor doesn't publish support hours.7
| Support channels | Phone, email, fax, help center |
|---|---|
| Support hours | Not published |
| Year founded | 2012 |
| Headquarters | Lancaster, PA (812 North Prince Street, Lancaster, PA 17603) |
Harbor's about page says "Since 2012, we have helped more than 40,000 clients." Its mailing address is in Lancaster, PA. On Trustpilot it shows 3.1 (53 reviews), and its Better Business Bureau profile shows A+ , accredited.7, 8, 9, 10
Who do Harbor Compliance's published terms suit?
Harbor's terms suit owners who will pay for report filing anyway and won't need to leave on short notice. It sits at the bottom of our score order among the providers we compare.
The breakdown in the glance box above shows where it loses ground, and how we score explains each part. Its place on each Best-for list comes from one published fact.
- First-time founders. A Harbor plan includes none of the three supports we look for. Report filing is a paid add-on, Harbor publishes no business coaching from a person, and its AI tool, Compliance Navigator AI, is a paid subscription aimed at compliance professionals. Harbor pitches it as a way to "Understand what requirements apply to your business without manual research or costly advisors." See agents compared for first-time founders.11
- All-in-one. Harbor sells 4 of the 10 business service types we track, with an online dashboard. It ranks below providers that sell more of those types on all-in-one registered agent services.
- Compliance. Harbor files the report for you as a separate purchase: "We file annual reports automatically in all states as they come due." Reminders come with the agent service. Providers that include filing in a plan come first on registered agents compared for compliance, and Harbor sits among those that sell it separately.3
- Privacy. Harbor sells a business address, so it appears on the privacy list.
- Lowest cost. The opening price is $99 first year, but the renewal of $159 annually is higher than InCorp's $129/year or Northwest's $125 per year. Compare them on registered agent services ranked by price.1
Harbor's terms line up with owners who already plan to pay someone to file the annual report and want reminders and filing under one login. They also suit someone with LLCs in several states who might use the volume discount.
They fit less well in three cases.
- You may switch agents soon. The notice period and the no-refund rule mean a late decision costs another full term.
- You want the formation price, the agent price and the add-ons fixed before you buy. Several figures aren't published.
- Your state asks for no LLC annual report. Arizona is one: the Corporation Commission's FAQ says LLCs there aren't required to file annual reports, so the report service does little for an Arizona LLC. Our Arizona compliance page covers what is due there instead.
Which providers make a different trade-off?
Each of these differs from Harbor on a published point that affects cost or flexibility.
InCorp Services: a lower renewal and a refund window. InCorp lists its agent at $129/year, and describes the price as a flat $129 per year. Its terms say refund requests must be made within sixty (60) days of the issuance of services, while Harbor's terms make all fees non-refundable. InCorp's annual report service is listed at $89 + state fees. Read the InCorp review.12, 13, 14, 15
Northwest Registered Agent: cancel without a notice period. Northwest's agent costs $125 per year. Its terms say "You may terminate or cancel your Service anytime by logging onto your account", and "There are no fees to cancel." It files annual reports for $100 plus state fees. See the Northwest review.16, 17, 18
Bizee: the agent bundled with formation. Bizee lists its agent at $149/year and says: "With any of our business formation packages, you get one year of Registered Agent Service for free." If you are forming a new LLC and don't need report filing at a set price, that removes the first agent bill. See the Bizee review.19, 20
Other reviews cover Tailor Brands, ZenBusiness and LegalZoom. Every provider is on the comparison table.
Harbor Compliance registered agent FAQ
Is the introductory price permanent?
No. The introductory price, $99 first year, is for new customers, and the service renews at $159 annually. A prepaid multi-year term keeps the lower rate only until that term ends.1
How far ahead do I have to cancel Harbor Compliance?
The terms of service require notice of non-renewal at least 90 days before the end of the current term. Harbor's help center says it notifies customers ahead of the renewal date as well. A New Jersey landing page says "Cancel anytime - no penalties", but the terms of service set the notice rule.2
Can I get a refund from Harbor Compliance?
Its terms say "all Fees paid for the Services are non-refundable." That includes prepaid terms and renewals. If you think you might leave, give notice before the deadline instead of counting on a refund.2
Does Harbor Compliance file annual reports?
Yes, as a separate service: "Annual fees are $199 per state plus filing fees." Reminders are included with the registered agent service. Check whether your state requires a report at all; our glossary defines the filing names states use.3
Does Harbor Compliance scan ordinary mail?
Harbor describes same-day document scanning, and a New Jersey page says all mail at that office is scanned the same business day. The main registered agent page doesn't say the same for every state, so ask Harbor if you expect regular mail at the agent address.
What is Harbor Compliance's Trustpilot rating?
Its Trustpilot profile shows 3.1 (53 reviews), and its BBB rating is A+ , accredited. Ratings describe customer experiences, not the terms above. The reviews hub links every provider we compare, and what a registered agent does explains the service itself.9, 10
