Best registered agent services in Washington DC
Facts checked October 13 to 15, 2026.
All 10 services on this page sell registered agent service, but only InCorp and Northwest name the District in their published agent coverage. The others say they cover every state or don't say, which is a different claim. D.C. law (D.C. Code §§ 29-104.03, 29-104.04) asks for a street address in the District, so whichever service you pick needs a District street address on file. The second thing to weigh in D.C. is the Biennial Report: it costs $300.00 and is due every other year by April 1, so a provider's report-filing terms count here in a way they don't in states with no report.1, 2, 3, 4
How is this list ordered, and what did we compare?
Providers appear by our score, highest first, and where two scores tie we use our editorial order, which says nothing about which one is better.
Our score uses published, cited facts only: customer satisfaction, breadth of service and dashboard, and value and cost. You can see the weights and every provider's breakdown on how we score. We don't test services. The Trustpilot rating in the table is a third-party number with its own citation, and we leave it as Trustpilot publishes it.

"Score" is our editorial score out of 10, built from published facts: half from the Trustpilot rating, the rest from breadth of services, dashboard and mail scanning, and package value and two-year cost (how we score; scores approved 2026-10-14). We don't test services. Trustpilot ratings are third-party, cited to Trustpilot, and not adjusted.
For each provider we looked at the same short set of published facts. These are the agent price and renewal, where it says it operates, how service of process reaches you, how auto-renewal and cancellation work, the refund terms, and what it charges to file a state report. A provider that doesn't publish one of these is marked that way. If you want the background on the role itself, read what a registered agent does. The rules on who may act as agent in the District sit on the D.C. registered agent guide.
Which D.C. rules change how you compare agent services?
Three District rules shape the choice: the agent's address has to be a D.C. street address, the biennial report brings a recurring state fee, and a change of agent costs the LLC a filing fee.
The address has to be in the District
The statute asks for a "Street address in the District" and a "Mailing address in the District, if different" from it. InCorp's coverage statement lists the District of Columbia, and Northwest says it has offices in every state plus D.C. and Puerto Rico. The other eight describe agent coverage by state or state none at all on the pages we checked. ZenBusiness's contact page does say "we offer services in all 50 states and the District of Columbia", though its agent page doesn't repeat it. The gap may be phrasing only. Still, D.C. is not a state, so ask before you pay. The filing names either a commercial registered agent or a noncommercial registered agent, and the facts we hold don't say which listing each company here has in D.C.1, 5, 6, 7
The biennial report is where provider features differ
Every D.C. LLC files the Biennial Report ($300.00), with the first one due April 1 of the year after formation. Agent services sell help with it in two shapes. Some charge per report, which in the District means paying only in a year when a report is actually due and nothing in the year between. Others sell a yearly subscription, which in the District runs through a year with no report to file. Check that any "annual report" product a provider sells covers D.C.'s biennial filing before you rely on it. The report deadlines and penalties are on staying compliant in D.C.2, 3, 4
A change of provider has a state cost
Naming a new agent means filing the Statement of Change of Registered Agent (Form RA-3) for $50.00. Add that to any notice period or closed refund window in the old provider's terms when you compare exit costs. The full order of steps is in how to change a registered agent.3, 8
How do the registered agent services compare for a D.C. LLC?
Each provider below keeps the position it has in the table above, and each paragraph uses only that provider's own published price, renewal, report and cancellation terms.
Tailor Brands
The agent costs $199/year and renews at $199/year (renews at the same price); the provider supplied both figures. It says it covers all 50 states, without naming D.C. It lists documents scanned and uploaded to the business dashboard. One term limits use of the address: the agent address cannot be used as the business location in public materials. A separate Virtual Address product exists, and Tailor Brands doesn't publish its price. Its terms describe auto-renewal on by default for subscription services and list a $29 service fee deducted from any refund issued. For the biennial report, its Essential plan ($199/yr plus state fees) includes annual compliance (report filing and updates), priced per year. Details are in the Tailor Brands review.9, 10, 11, 12, 13
ZenBusiness
ZenBusiness lists its agent at $199/year, renewing at $199/yr, with 50% off the first year ($99) when you form an LLC. On reports it sells both shapes: Annual Report Filing $100 per report, or Worry-Free Compliance $199/year. In D.C. the per-report option lines up with the every-other-year schedule. Cancelling happens by contacting customer support by phone, and a refund applies only if the service has not yet been used. Its agent coverage wording (All 50 states (LLCs and corporations)) doesn't mention D.C., though its contact page lists the District among the places it offers services. See the ZenBusiness review.14, 15, 16
LegalZoom
LegalZoom's agent is $249/year (first-time registered agent customers), and it renews at the purchase rate each year; rate subject to change. It lists legal documents scanned and uploaded to your account. Its one-time report filing is $99 + state filing fees, bills once, which fits a biennial cycle. Under its agent terms, prepaid fees are refunded only when LegalZoom terminates the service. Cancelling works by phone or online via My Account, and proof of new RA may be required, so in D.C. the change filing may need to come first. LegalZoom doesn't publish its coverage area on the pages we checked. Read the LegalZoom review.17, 18, 19
Bizee
Bizee sells the agent at $149/year and renews at $149/year (ongoing annual fee), with the first year waived for formation customers (Free first year with any Bizee formation package). It lists compliance alerts (Free lifetime compliance alerts) and offers report filing, with no standalone price stated. Service of process is mailed via FedEx with tracking. To leave, you cancel by assigning a new registered agent with the state and notifying Bizee of the change, so in D.C. the Statement of Change of Registered Agent (Form RA-3) goes in first. Its coverage wording (All 50 states) doesn't mention D.C. The Bizee review has more.8, 20, 21, 22, 23, 24, 25
Swyft Filings
Swyft prices the agent at $149 per quarter ($596/year). Its report product, ComplianceGuard $199/year, is a yearly subscription, so in D.C. it bills in years without a report too. For lawsuit papers, its page says legal SOP typically available within 2-3 hours. To cancel, a replacement agent must be designated (or business dissolved) before cancellation. Refunds are decided case-by-case by charge type and order status, with no published time window. See the Swyft Filings review.26, 27, 28, 29
doola
doola's agent page shows $297 per year, the same figure as its Starter plan, and the agent is free with Formation Service. It offers same-day scans; physical forwarding isn't part of the base subscription by default (Not included in base RA subscription unless stated in plan). For the report, doola notes that Starter does not include ongoing compliance filings, which leaves the D.C. biennial filing to you on that plan. Fees auto-renew. doola doesn't publish its coverage area on the pages we checked. See the doola review.30, 31, 32
Northwest Registered Agent
Northwest charges $125 per year and says it has offices in every state plus D.C. and Puerto Rico. Agent customers are, by its pages, auto-enrolled in Compliance Services billed in annual auto-pay, and that report service is $100 + state fees, charged at filing, so for a D.C. LLC a charge falls in the years a report is filed. You can cancel through the online account, and purchases are non-refundable after 90 days. The Northwest review has the rest.6, 33, 34, 35
Rocket Lawyer
Rocket Lawyer's agent is $125 with a Plus or Pro membership, so the yearly cost includes a membership too: Plus is $249/year, Pro is $349/year. Report filing is $100 with Pro membership, excluding state fees. You can cancel any time by phone, before renewal date, and refund requests must come within 30 days of purchase. Its coverage wording (All 50 states) doesn't mention D.C. Read the Rocket Lawyer review.36, 37, 38, 39
InCorp Services
InCorp charges $129/year and is one of the two providers that name the District in their coverage. Report filing costs $89 + state fees. To stop the service, its terms require one cancellation condition to be met before the yearly fee falls due (dissolve entity, appoint new agent, or resign InCorp with fees). Its terms allow refund requests within 60 days of issuance of services. Read the InCorp review.40, 41, 42
Harbor Compliance
Harbor's agent is $99 first year (new customers), then $159 annually. Its managed report service is $199 per state per year plus filing fees, a yearly charge set against a D.C. report due every other year. Non-renewal notice must arrive at least 90 days before the end of the current term. Its terms say all Fees paid for the Services are non-refundable. More in the Harbor Compliance review.43, 44, 45
Which best-for lists apply to a D.C. LLC?
Because D.C. has a recurring report, the best agents for compliance list is the most relevant one for a District LLC.
That list puts first the providers that file the report for you within a plan, then those selling filing separately, then reminder-only services. Founders outside the U.S. can start from agents for non-resident founders. If price decides it, the cheapest agent services list sorts by published starting price, renewal beside it. For a business address product, see agents for privacy.
What does a registered agent cost in D.C. in year one and later?
In the first year you pay DLCP $99.00 for the certificate of organization plus the agent's first-year price. The Biennial Report ($300.00) usually lands in year two, since the first one is due April 1 of the year after formation.2, 3, 4

After that, the bill alternates. A year with a biennial report carries the state's $300.00 on top of the agent renewal, plus any provider filing fee. The year between carries the renewal alone, unless you pay for a yearly compliance plan. Filing late adds a $100 late fee.3
The renewal column is where the long-run difference shows. ZenBusiness and Bizee discount or waive the first year when you form the LLC with them, and Harbor's introductory price rises at renewal. Rocket Lawyer's price only makes sense with the membership added, and Swyft's quarterly price needs converting to a yearly figure before you compare it. D.C. registered agent services: common questions
Do all of these services work as a registered agent in D.C.?
InCorp and Northwest name the District in their published agent coverage. ZenBusiness names it only on its contact page, and the rest describe coverage by state or don't state it. D.C. is not a state, so confirm before you order. The law asks for a District street address for the agent (D.C. Code §§ 29-104.03, 29-104.04).1
Is an annual report service useful for a D.C. LLC?
D.C. has a biennial report, not an annual one. It costs $300.00 and is due every other year by April 1. A per-report service such as LegalZoom's ($99 + state filing fees, bills once) charges only when a report is filed, while a yearly plan bills every year. Confirm the product covers D.C.'s filing.3, 4, 18
What does it cost to switch registered agents in D.C.?
DLCP charges $50.00 for the Statement of Change of Registered Agent (Form RA-3). The provider you leave can add cost through its terms, such as Harbor's non-renewal notice at least 90 days before the end of the current term. Some providers want the new agent on file before cancelling, so file the change first.3, 8, 45
What happens if my registered agent quits?
A resignation takes effect on the 31st day after DLCP files the statement of resignation, or sooner if you name a new agent, and the agent must promptly notify the LLC. Going without an agent in D.C. for 60 days is a ground for administrative dissolution. Before you stop paying a provider, read how to cancel a registered agent.46, 47
What if the biennial report is missed?
DLCP charges a $100 late fee when the report misses its deadline (by April 1 of the year it is due). A report still undelivered 5 months after it is due is a ground for administrative dissolution. Some agents send reminders; D.C. compliance deadlines lists the dates.3, 4
Can I use the agent's address as my business address in D.C.?
That depends on the provider. Tailor Brands' terms say the agent address cannot be used as the business location in public materials. Every agent's address goes in the agent field, and choosing one doesn't change the other addresses your D.C. filing asks for. What a registered agent can keep off the record explains which providers sell a separate address.11
