Best LLC formation services in Arizona

Facts checked October 13 to 14, 2026.

Forming an Arizona LLC means filing Articles of Organization (Form L010) with the Arizona Corporation Commission for $50.00, naming a statutory agent with a place of business or residence in Arizona (A.R.S. § 29-3115), and then meeting a publication requirement within 60 days of filing. Regular processing is typically 14-16 days; paid expedite tiers start at $35 on top of the filing fee. A formation service files the same form for you and adds its own fee, which differs by package. What separates the packages is what they leave out: a statutory agent, an EIN, an operating agreement, and faster handling.1, 2, 3, 4, 5

Arizona law uses the term statutory agent. Most states call the same role a registered agent. What the term means in Arizona

How do you form an LLC in Arizona, step by step?

You check the name, pick a statutory agent, file the Articles of Organization with the Commission, choose a processing speed, then handle publication, the EIN and an operating agreement.

Do them in this order. A name that's already taken, an agent who doesn't qualify or a newspaper notice published too early can each hold you up.

  1. Check the name. Confirm the name is free with the Commission before you file. If you aren't ready to file, you can hold a name for $10 for 120 days; the reservation can't be renewed. A reservation is mainly useful if something will delay your filing, such as waiting on a lease or a partner.6
  2. Pick your statutory agent. Under A.R.S. § 29-3115, the agent must be an Arizona resident or a business authorized here, with a place of business or residence in Arizona. A statutory agent is the person or company that accepts lawsuit papers and official notices for the LLC. You can serve yourself if you meet the rule; the Arizona statutory agent guide covers who qualifies and how the agent is named.3
  3. Prepare the Articles of Organization. The form is Articles of Organization (Form L010). If you use a service, it prepares and files the form for you; if you file yourself, you complete it directly.1
  4. Choose how to file. The Commission accepts Online (ABC system), by mail, by fax (requires a Money-on-Deposit account) or in person (Phoenix or Tucson office). Online filing through its ABC system is highly recommended by the Commission.5
  5. Choose a processing speed. Regular processing is typically 14-16 days, with no extra fee. Expedite adds $35 and is typically 3-5 days. Faster tiers cost more: Next Day +$100, Same Day +$200 and 2-Hour +$400. The Commission will not accept same day/next day filings that are delivered via mail, so a Next Day or Same Day filing needs another filing method.5
  6. Handle publication. Arizona requires public notice of a new LLC within 60 days of filing. If your statutory agent's street address is in Maricopa or Pima County, the Commission posts the notice online and you do nothing more. Anywhere else, you arrange 3 consecutive newspaper publications in the agent's county, and an affidavit of publication may be filed. The Commission's instructions say not to publish until it approves the Articles.4
  7. Get an EIN. The Employer Identification Number (EIN) is your LLC's federal tax ID. The IRS issues it, not the state, and banks usually ask for it. Several packages below include it; others sell it as an add-on.
  8. Sign an operating agreement. This is the internal contract among the owners: who owns what share, who decides, and what happens if someone leaves. Some packages include a template.
  9. Note what comes next. Arizona LLCs file no annual report (No annual report required), but the LLC must still maintain a statutory agent in Arizona. What it takes to stay compliant in Arizona covers the ongoing rules.3, 5

What does an Arizona LLC cost with and without a service?

The state's charges are the same whichever route you take. Every service on this page charges them on top of its own price.

"Not listed" means the provider's published package description doesn't mention the item; ask before ordering. For the full first-year and later-year arithmetic, including agent renewals, see the cheapest ways to form an Arizona LLC.

What does each provider's formation package include in Arizona?

The paragraphs below describe only each provider's published formation package terms, in the order of the site's provider table: our score, highest first, with ties in editorial order (how we score).

Each provider's Trustpilot rating is shown separately in that table. None of the package terms summarized here mention Arizona's publication step, so if a service will be your statutory agent, ask which county its Arizona address is in. Choosing a statutory agent in Arizona compares the agent services themselves.

Tailor Brands

The cheapest package, Lite, costs $0 plus state fees and processes the LLC within 14 business days. Its published description notes no annual compliance, operating agreement or branding tools. The Essential package costs $199/yr plus state fees, processes the LLC within 1 business day, and its plan list adds annual compliance (report filing and updates), operating agreement. Arizona LLCs file no annual report (No annual report required), so the report-filing part of that feature has nothing to file here.5, 7

The package descriptions don't say whether a statutory agent is included. Tailor Brands prices the agent service separately, at $199/year (renews at the same price). The EIN is listed as EIN filing service offered; price not published. Essential and Elite are priced per year rather than once; Elite is $249/yr plus state fees.7, 8, 9

ZenBusiness

ZenBusiness's Starter package is $0 + state fees (does not renew). It covers the initial filing, with processing of 7-10 days; ZenBusiness says its processing time excludes Secretary of State time, so the state filing office's own time comes on top. Starter includes Worry-Free Compliance free for 1 year (then $199/yr), while the EIN and operating agreement are +$99 add-ons. On every package, the statutory agent is listed as: Not included; add-on +$199/yr. For new LLCs, ZenBusiness offers 50% off the first year ($99) when you form an LLC, after which the agent renews at $199/yr. Faster handling costs extra on Starter (Rush upgrade +$79 on Starter). Pro ($199 + state fees, renews at $199/yr) lists 1-day processing, 100% accuracy guarantee, Personal Velo AI guidance, ongoing filing compliance (state-required annual report filings and up to 2 amendments per year), EIN, operating agreement template, business logo builder. That list includes two items unrelated to the state filing: Personal Velo AI guidance, which uses ZenBusiness's Velo AI assistant, and a business logo builder. The same page's comparison table also lists a "Logo builder kit" as a paid add-on, so confirm at checkout whether the logo tool comes with Pro.10, 30

LegalZoom

LegalZoom's cheapest package is $0 + state filing fees and covers the Articles of organization. Other items are priced on their own: the EIN costs $79, an operating agreement starts at $99, and the statutory agent service $249/year (first-time registered agent customers). The next package, $249 + state filing fees, adds attorney consultations: 30 days included, then $49/month auto-renew.12, 13, 14, 15

Bizee

Bizee's Basic package is $0 + state fee. Its listing includes Registered Agent (1st year included), and after that year the agent service renews at $149/year (ongoing annual fee). Basic doesn't include the EIN or the operating agreement, which Bizee sells as add-ons at $70 and +$99. Standard, at $199 + state fee, adds both. It also adds faster processing (~2 weeks instead of 4 to 6, by Bizee's own description), though Bizee doesn't say how that timing relates to the Commission's own processing time in Arizona.16, 17, 31

Swyft Filings

Swyft's Basic package is $0 + state fees and includes Preparation and filing of Articles of Organization; 100% accuracy guarantee; processes in 7-10 business days. Standard, at $169 + state fees (promotional, 'SAVE $30'; regular $199), adds custom organizational minutes, custom banking resolution, business banking essentials, operating agreement, with handling cut to 3 business days. A statutory agent isn't listed in the packages; the agent service is $149 per quarter ($596/year). Swyft's annual-report service, ComplianceGuard $199/year, comes with a 14-day free trial then auto-charged. Arizona LLCs file no annual report (No annual report required), so check what that service would cover here before the trial ends.18, 32, 33

doola

doola's Starter package is $297/yr, billed yearly rather than once. It includes LLC filing, EIN, US bank account guidance, US business address, registered agent. doola says it files the formation within 1-2 business days; the Commission's processing follows. doola says it works with US citizens and with a non-resident without a US SSN, which is relevant for founders without a Social Security number. Agent services for non-resident founders covers that case.19, 20, 34

Northwest Registered Agent

Northwest's formation package is $39 + State Fees and includes filing plus a free domain name, open source website, phone line, business email, business address, brand protection. Northwest's corporation page describes its formation price as a total that includes one year of registered agent service, but its LLC page doesn't say the agent is included, so ask Northwest before ordering. On its own, the agent service is $125 per year. Northwest lists its operating agreement as: Free template. The EIN is extra: $50 (with SSN); $200 without SSN.21, 22, 23, 24, 35

Rocket Lawyer

Rocket Lawyer's formation offer: First registration free with a Rocket Lawyer membership. The membership is a yearly charge: Standard is $149/year, Plus $249/year and Pro $349/year. Rocket Lawyer notes that the offer excludes government and third party fees. The statutory agent is $125 with a Plus or Pro membership, so it needs Plus or Pro rather than Standard, and the agent price is added on top of the membership. The EIN is $70 with Plus or Pro membership. No operating agreement is listed with the formation package.25, 26, 36, 37

InCorp

InCorp lists its formation service as starting at $99 plus state fees, and its package description lists: Live chat and phone support included. The statutory agent is not included: InCorp says it is sold separately at $129 per state per year. InCorp charges its own rush fee ($50.00 InCorp expedite fee), and any Commission expedite fee is charged in addition. The published package doesn't itemize an EIN or operating agreement.27, 28, 38

Harbor Compliance

Harbor prices its formation service starting at $99 plus state fees. Its formation page says it handles Name check, articles, registered agent, EIN, operating agreement, but Harbor doesn't publish which tier includes which item, or how long an included agent service lasts. The standalone agent service is $99 first year (new customers) and renews at $159 annually. Cancelling requires notice at least 90 days before the end of the current term. Harbor says it can expedite the state's processing and offer several options in most states; it doesn't publish a price for that, so ask Harbor for its price and whether it covers the Commission's expedite fee.29, 39, 40

Should you file the Arizona Articles yourself or use a service?

Filing yourself costs $50.00 plus any expedite you choose, and you handle the name check, the agent rules, the publication step and the EIN on your own. A service mostly saves you that paperwork.2

Owners who live in Arizona can serve as their own statutory agent under A.R.S. § 29-3115 and skip the agent fee. The trade-off is that the address they give as agent goes on the public record.3

A service's own rush handling doesn't make the Commission work faster unless the state's expedite fee is paid (Expedite +$35 (typically 3-5 days); Next Day +$100; Same Day +$200; 2-Hour +$400). A provider's own processing time can be separate from the Commission's; Bizee, for one, says its Standard timing includes expedited filing, so ask a provider whether its price covers the Commission's fee.5, 16

Whoever acts as agent, that person's or company's address goes in the agent field, so a service's address appears there instead of yours; that is true of every commercial agent. Using a service as agent doesn't change any other address you give on the Articles. For those, some providers sell a separate business address product; Swyft Filings, for one, lists a business address and virtual mailbox at $29/mo. In Arizona the agent's address also affects publication. If the agent's street address is in Maricopa or Pima County, the Commission posts the publication notice and you skip the newspaper notice.4, 18

Watch for costs that recur. Several packages bundle a free or discounted first year of an agent or compliance service that then renews at the regular price (ZenBusiness's Starter, for example, includes Worry-Free Compliance free for 1 year (then $199/yr)), and some packages are billed every year. Arizona has no LLC annual report (No annual report required), so a feature built around annual reports does less here. Owners with co-owners, outside investors or a professional licence may want a lawyer to draft or review the operating agreement rather than relying on a template. The Arizona statutory agent guide explains the agent rules, and the glossary defines the filing terms.5, 10

Questions about forming an LLC in Arizona

How long does it take to form an LLC in Arizona?

Regular processing at the Commission is typically 14-16 days, with no extra fee. Paying $35 extra brings that to typically 3-5 days, and the fastest paid tier is listed as 2-Hour +$400. A formation service adds its own handling time before the Commission starts.5

Can I file the Arizona Articles of Organization by mail?

Yes. The Commission accepts Online (ABC system), by mail, by fax (requires a Money-on-Deposit account) or in person (Phoenix or Tucson office). The Commission will not accept same day/next day filings that are delivered via mail, so those faster tiers need another method, such as online filing, which the Commission recommends.5

Does a formation service's rush option make the Commission faster?

Not on its own. ZenBusiness, for example, says its processing time excludes Secretary of State time. The Commission's own speed depends on the expedite tier paid for (Expedite +$35 (typically 3-5 days); Next Day +$100; Same Day +$200; 2-Hour +$400), whether you file yourself or a service files for you. Some providers say their timing includes expedited filing, so ask whether a package pays the Commission's fee.5, 10

Should I reserve my LLC name before filing in Arizona?

Only if you can't file right away. A reservation costs $10 and lasts 120 days, and it can't be renewed. If you're ready to file, you can skip the reservation and file the Articles directly.6

Do formation packages include an Arizona statutory agent?

Some do and some don't. ZenBusiness lists the agent as Not included; add-on +$199/yr, while Bizee's cheapest package includes a statutory agent for the first year (Yes, first year). Check the renewal price as well as the first year. Statutory agents compared for Arizona lists each service's agent price.10, 16

Do I need a package that files annual reports for an Arizona LLC?

Arizona LLCs file no annual report (No annual report required). Packages built around annual report filing do less here, though some cover other filings too; ZenBusiness, for example, describes its compliance service as handling annual report and amendment filings. See what Arizona LLCs must do after formation and how annual reports work in other states.5, 11
