Best LLC formation services in Maryland
Facts checked October 13 to 15, 2026.
A Maryland LLC is formed by filing the Articles of Organization (filed with SDAT) for $100, naming a resident agent who meets Md. Code, Corps. & Ass'ns § 1-101(x), and giving a principal office in Maryland. Standard processing takes 6 to 8 weeks, so the speed you pay for can decide when the LLC exists: expedited service is $150 total, and same-day filing costs more. A formation service prepares and submits the same Articles and adds its own fee. Packages differ in whether they include the resident agent, an EIN, an operating agreement and filing of the yearly $300 report.1, 2, 3, 4
Maryland law uses the term resident agent. Most states call the same role a registered agent. What the term means in Maryland
How do you form an LLC in Maryland, step by step?
You confirm the name, line up a resident agent and a Maryland principal office, file the Articles with SDAT, pick a processing speed, then get an EIN and sign an operating agreement.
The wait at SDAT is long enough that it is worth having everything ready before you file.
- Check that the name is free. Search SDAT's records before filing. If you can't file yet, a name reservation costs $25; the sources we checked don't state how long a reservation lasts, so confirm that with SDAT if you plan to hold a name for a while.2
- Choose your resident agent. A resident agent receives lawsuit papers and official notices for the LLC. Under Md. Code, Corps. & Ass'ns § 1-101(x) the agent must be an individual residing in this State or a Maryland corporation, limited liability company, or limited partnership. A member who lives in Maryland can take the role; the Maryland resident agent guide covers who qualifies and what goes on the record.3
- Settle the principal office. The Articles must give the address of its principal office in this State, separately from the agent's name and address. Founders without a Maryland location need an address for this field as well, so sort it out before the filing.5
- Prepare the Articles of Organization. The filing is the Articles of Organization (filed with SDAT). A service drafts it from your answers; filing yourself, you complete SDAT's form.
- Pick a filing method. SDAT accepts Online (Maryland Business Express), by mail, or hand delivery to the SDAT drop box in Baltimore. The choice affects the price of same-day service, covered next.1
- Pick a processing speed. Standard processing is 6 to 8 weeks for the base fee. Expedited service is $150 total and takes 7 to 14 business days. Same-day service costs $425 online, or $525 for a filing delivered on paper. SDAT's fee schedule shows the expedite charge as a separate $50 column next to the filing fee.1, 2
- Apply for an EIN. The Employer Identification Number comes from the IRS, not SDAT, and banks usually ask for it before opening an account. Some packages include it; others sell it on its own.
- Write an operating agreement. It sets out ownership shares, voting and what happens when a member leaves. It isn't filed with the state, and several packages include a template.
- Mark the first annual report. Every Maryland LLC files the Form 1 Annual Report and Business Personal Property Return by April 15 each year, for $300. Staying compliant in Maryland explains what it asks for and what late filing costs.4, 6

"Not listed" means the published package description doesn't mention the item, so ask before you order. The year-by-year totals, including the annual report and agent renewals, are on the cheapest ways to form a Maryland LLC.
What does each provider's formation package include in Maryland?
Each paragraph covers a provider's published formation packages, in the site's provider order (how we score); Trustpilot ratings appear separately in the table above.
One Maryland point runs through all of them. A provider's processing promise covers its own handling, and SDAT's standard queue comes after it unless the state's expedite fee is paid. None of the package pages below says it pays Maryland's expedite fee by name. The agent services themselves are compared on Maryland resident agent services compared.
Tailor Brands
Lite costs $0 plus state fees and processes the order within 14 business days; its description notes no annual compliance, operating agreement or branding tools. Essential, at $199/yr plus state fees, processes within 1 business day and adds annual compliance (report filing and updates), operating agreement; its plan list doesn't say whether that covers the property return part of Maryland's report. Elite costs $249/yr plus state fees. Both upper tiers bill yearly. Tailor Brands lists no separately priced expedite option, so its fast handling says nothing about SDAT's own queue. The resident agent is priced separately at $199/year, and it doesn't publish an EIN price (EIN filing service offered; price not published).7, 8, 9
ZenBusiness
Starter is $0 + state fees (does not renew) and includes Worry-Free Compliance free for 1 year (then $199/yr), while the EIN and operating agreement are +$99 add-ons. ZenBusiness says its timing excludes Secretary of State time; in Maryland the state's part is SDAT's queue. Starter's rush upgrade is +$79. Pro, at $199 + state fees, renews at $199/yr, adds ongoing filing compliance (state-required annual report filings and up to 2 amendments per year), plus the EIN and an operating agreement template. No package includes the resident agent, which is sold as an add-on +$199/yr; ZenBusiness's agent page offers 50% off the first year ($99) when you form an LLC.10, 31
LegalZoom
LegalZoom's Basic package is $0 + state filing fees and lists Articles of organization. The rest is priced item by item: EIN $79, operating agreement from $99, resident agent $249/year (first-time registered agent customers). Pro, at $249 + state filing fees, adds attorney consultations (30 days included, then $49/month auto-renew). For later years, its compliance subscription says its auto-filing excludes Indiana, Maryland, Wyoming, so a Maryland LLC would file the report another way.12, 13, 14, 15, 32
Bizee
Bizee's Basic package is $0 + state fee and its listing reads Registered Agent (1st year included); after that year the agent renews at $149/year (ongoing annual fee). The EIN ($70) and operating agreement (+$99) are add-ons. Standard, at $199 + state fee, is described as Basic plus EIN, operating agreement, faster processing (~2 weeks), and Bizee says that timing includes expedited filing. Premium, at $299 + state fee, lists expedited filing (~4 business days). Set against SDAT's published times, ask Bizee whether Maryland's expedite or same-day fee is in the price.16, 17, 33
Swyft Filings
Swyft's Basic package is $0 + state fees and processes in 7-10 business days. Standard, at $169 + state fees (promotional, 'SAVE $30'; regular $199), adds custom organizational minutes, custom banking resolution, business banking essentials, operating agreement. No package lists the resident agent, which costs $149 per quarter ($596/year). Every LLC package starts a trial of ComplianceGuard, which costs $199/year and comes with a 14-day free trial then auto-charged, so decide before the trial ends whether you want it handling your annual report; its page describes yearly report filing in general and doesn't mention Maryland's property return.18, 34, 35
doola
doola's Starter plan is $297/yr, charged every year, and includes LLC filing, EIN, US bank account guidance, US business address, registered agent. doola gives its own timing as 1-2 business days filing, before SDAT's processing. Its pricing notes that Starter does not include ongoing compliance filings, so the Maryland report stays with you on Starter. doola says it works with US citizens and with a non-resident without a US SSN; agent services for non-resident founders covers that case.19, 20, 36, 37
Northwest Registered Agent
Northwest charges $39 + State Fees for formation and lists filing plus a free domain name, open source website, phone line, business email, business address, brand protection. Can that business address stand as the Maryland principal office? Ask SDAT, since Northwest doesn't say. Its corporation page describes the formation price as a total that includes one year of registered agent service; its LLC page doesn't say so, so confirm that for an LLC order. The EIN costs $50 (with SSN); $200 without SSN. Its operating agreement is listed as: Free template. Report filing, for later years, is $100 + state fees.21, 22, 23, 24, 38
Rocket Lawyer
Rocket Lawyer ties formation to its membership: First registration free with a Rocket Lawyer membership. Memberships start with a trial (Free 7-day trial, then billed yearly), and the yearly prices are Standard $149/year, Plus $249/year and Pro $349/year. The resident agent is $125 with a Plus or Pro membership, so Standard alone won't cover it. The EIN is $70 with Plus or Pro membership, and the formation offer doesn't list an operating agreement.25, 26, 39, 40
InCorp
InCorp prices formation starting at $99 plus state fees, and its package description says: "Live chat and phone support included with every service." The resident agent isn't part of it, since InCorp says it is sold separately at $129 per state per year, and the EIN is a separate service at $69. Its rush option is the $50.00 InCorp expedite fee, and InCorp notes the state expedite fee extra, so SDAT's fee is charged on top.27, 28, 29, 41
Harbor Compliance
Harbor's formation starts at $99 plus state fees, and its page describes filings handled end to end: name check, articles, registered agent, EIN, and the operating agreement, without saying which tier carries each item or how long an included agent runs. Its timing note reads "Most LLCs prepared and filed in one business day; state response varies", and its rush term reads "Expedited state processing available in most states (price not published)", so ask Harbor for a Maryland price before ordering. The standalone agent is $99 first year (new customers), renewing at $159 annually.30, 42, 43
Should you file the Maryland Articles yourself or use a service?
Filing yourself costs $100, or more with expedited or same-day service, and SDAT's online system takes the filing directly. A service saves you the form, and some add reminders, but none of them skips the state's queue.2
A Maryland resident who acts as their own agent under Md. Code, Corps. & Ass'ns § 1-101(x) avoids an agent fee, and their address goes in the agent field of the public filing. A commercial agent's address goes there instead. That doesn't fill the principal office field, which the Articles ask for separately. Some providers sell a business address, such as Swyft Filings' address and virtual mailbox at $29/mo, and SDAT is the one to ask whether it can stand as a principal office.3, 18
Speed is easy to misread. A package with fast processing has prepared and sent your filing quickly; SDAT's standard queue of 6 to 8 weeks still follows unless someone pays for expedited (7 to 14 business days) or same-day service ($425 online). If you need the LLC by a date, filing online yourself and paying SDAT's expedite fee is one direct route.
Then think past formation. Maryland's yearly report is $300, due April 15 each year, and doubles as a business personal property return. A package with report filing does that work for a fee, while a cheaper package leaves it to you. Owners with partners, investors or a licensed profession may want a lawyer to write the operating agreement rather than use a template. The Maryland resident agent guide covers the agent rules, and the glossary defines the filing terms.4, 6
Questions about forming an LLC in Maryland
How long does it take to form an LLC in Maryland?
Standard processing at SDAT takes 6 to 8 weeks. Paying for expedited service, $150 total, brings that to 7 to 14 business days, and same-day service is available at a higher fee. Any service you use adds its own handling time before SDAT starts.1
Can I file Maryland Articles of Organization on paper?
Yes. SDAT accepts Online (Maryland Business Express), by mail, or hand delivery to the SDAT drop box in Baltimore. Same-day service costs more on paper ($525) than online ($425 online), so online filing is the cheaper way to get the fastest tier.1
Does a service's rush option speed up SDAT?
Only if the state's fee is paid. InCorp, for example, lists a $50.00 InCorp expedite fee with the state expedite fee extra, and ZenBusiness says its processing time excludes Secretary of State time. Ask whether a package includes Maryland's expedite or same-day fee before paying for faster handling.10, 41
Do Maryland formation packages include a resident agent?
Some do. Bizee's cheapest package lists Registered Agent (1st year included), and doola's Starter lists a resident agent with the duration not stated, while ZenBusiness sells it as an add-on +$199/yr. Resident agents compared for Maryland lists each service's agent price and renewal.10, 16, 20
Should I pick a package that files Maryland's annual report?
It depends on whether you'd rather pay a service than file yourself. The state fee is $300 either way, due April 15 each year. Packages and add-ons vary: Tailor Brands' Essential includes report filing, ZenBusiness Pro includes state-required annual report filings, and LegalZoom's subscription says its auto-filing excludes Indiana, Maryland, Wyoming. See how annual reports work and agents with compliance tools.4, 6
Do I need a Maryland address to form an LLC there?
The Articles ask for the address of its principal office in this State, and a resident agent who is an individual residing in this State or a Maryland corporation, limited liability company, or limited partnership. A commercial agent covers the agent requirement. For the principal office, ask SDAT what address it accepts if you have no Maryland location of your own.5
