Best LLC formation services in Pennsylvania
Facts checked October 13 to 15, 2026.
A Pennsylvania LLC is formed by filing the Certificate of Organization (DSCB:15-8821) and a Docketing Statement (DSCB:15-134A) with the Department of State; the filing fee is $125. The Department asks filers to allow 15 business days, and paid same-day or faster handling is available on top of filing fees. No newspaper notice follows; the Department says "No advertising is required when forming a domestic limited liability company." A formation service files the same documents and adds its own price, and the packages differ mainly in whether they include a commercial registered office provider, an EIN, an operating agreement and annual report filing.1, 2, 3
Pennsylvania law uses the term commercial registered office provider. Most states call the same role a registered agent. What the term means in Pennsylvania
What are the steps to form an LLC in Pennsylvania?
Choose and check the name, settle the registered office, complete both forms, file online or by mail at the speed you need, then get an EIN, sign an operating agreement and diary the annual report.
The order counts most at the start: the name has to be available before you file, and the certificate goes in together with its Docketing Statement.
- Check the name. Search the Department's business records before you file. You can hold a name for $70, though the Department's fee page doesn't state how long a reservation lasts, so confirm before relying on one.2
- Settle the registered office. Pennsylvania law reads: "Every limited liability company shall have and continuously maintain in this Commonwealth a registered office." On the form you either give that street address or the name of a commercial registered office provider and county of venue. Owners with a Pennsylvania address can use their own; out-of-state owners usually hire a provider. The Pennsylvania registered office guide explains both choices.4, 5
- Complete the Certificate of Organization. This is the document that creates the LLC, and it is where the registered office address or the provider's name goes.
- Add the Docketing Statement. The Docketing Statement (DSCB:15-134A) is a separate form, filed together with the certificate.1
- File online or by mail. Two routes exist: Online through Business Filing Services (account required) or by mail. Set up the online account before filing day. By post, the form may be mailed to the Bureau with appropriate payment for filing.6
- Pick a processing speed. Standard handling carries no extra fee; the Department says to allow 15 business days. The paid tiers are Same-day $100 (received before 10 a.m.), 3-hour $300 (before 2 p.m.) and 1-hour $1,000 (before 4 p.m.), each charged on top of filing fees. Expedite request forms are available at the Bureau's reception room.2, 6
- Get an EIN. The federal tax ID comes from the IRS, not the state, and banks ask for it when you open an account.
- Sign an operating agreement. It isn't one of the forms filed with the Department, but it is the document that sets shares, voting and exits among the owners.
- Diary the annual report. The report is due September 30 each year and costs $7. Missing it leads to administrative dissolution six months after the due date, enforced starting with 2027 reports. Staying compliant in Pennsylvania covers what the report asks and when the first one falls.7

What does each formation package include and leave out?
The paragraphs follow the provider table's order (our score, highest first; how we score explains the method). Each covers only what the provider publishes about its packages.
The provider facts used here don't mention Pennsylvania's Docketing Statement, so ask a provider to confirm it files one. To compare the providers as registered office providers rather than as formation services, see registered office providers compared for Pennsylvania.
Tailor Brands
Lite costs $0 plus state fees and is handled within 14 business days. Its description lists no annual compliance, operating agreement or branding tools. Essential, at $199/yr plus state fees, is a yearly plan; it moves handling to within 1 business day and adds annual compliance (report filing and updates), described in general terms, so confirm it covers Pennsylvania's report. Tailor Brands lists no separately priced expedite option, and its terms name government expedite fees as extra costs. The registered office service isn't in the package lists; on its own it costs $199/year, and it offers EIN filing (EIN filing service offered; price not published).8, 9, 32
ZenBusiness
Starter is $0 + state fees (does not renew) with handling of 7-10 days, a figure ZenBusiness says excludes Secretary of State time; in Pennsylvania the Department's own time follows. Starter bundles Worry-Free Compliance free for 1 year (then $199/yr), and the EIN and operating agreement are +$99 add-ons. Faster handling on Starter costs extra (Rush upgrade +$79 on Starter). Pro costs $199 + state fees, renews at $199/yr. No package includes the registered office service, but ZenBusiness offers 50% off the first year ($99) when you form an LLC. Read the ZenBusiness review.10, 33
LegalZoom
The Basic package is $0 + state filing fees and lists the Articles of organization. An EIN costs $79, an operating agreement starts at $99, and registered office service is $249/year (first-time registered agent customers). Pro, at $249 + state filing fees, adds attorney calls (30 days included, then $49/month auto-renew). A one-time annual report filing is $99 + state filing fees, bills once.12, 13, 14, 34, 35
Bizee
Bizee's Basic package ($0 + state fee) lists Registered Agent (1st year included), and the service then renews at $149/year (ongoing annual fee). The EIN ($70) and operating agreement (+$99) are extras on Basic. Standard ($199 + state fee) adds both, plus faster processing (~2 weeks). Premium lists expedited filing (~4 business days); Bizee doesn't say whether that timing uses Pennsylvania's paid tiers. Bizee publishes no price for its annual report service.15, 36, 37
Swyft Filings
Basic is $0 + state fees and processes in 7-10 business days. Standard is $169 + state fees (promotional, 'SAVE $30'; regular $199), adding custom organizational minutes, custom banking resolution, business banking essentials, operating agreement, with handling cut to 3 business days. Every plan starts a trial of its annual report product, ComplianceGuard $199/year, on these terms: 14-day free trial then auto-charged; with a Pennsylvania report fee of only $7, it is worth deciding whether you want that subscription before the trial runs out. The registered office service isn't in the package descriptions and costs $149 per quarter ($596/year).17, 18, 19
doola
Starter is $297/yr and includes LLC filing, EIN, US bank account guidance, US business address, registered agent; because the price is yearly, it recurs. doola gives its own filing time as 1-2 business days, before the Department's handling. Its Tax and Compliance plan adds federal and state tax filing and costs $1,999/yr. doola says it works with US citizens and with a non-resident without a US SSN; providers for non-resident founders covers that case.20, 21, 38
Northwest Registered Agent
Northwest's package is $39 + State Fees, listing filing plus a free domain name, open source website, phone line, business email, business address, brand protection. Northwest's corporation page says its formation total includes one year of registered agent service; the LLC page doesn't say so, so ask whether it applies. Northwest describes its operating agreement as free (Free template), the EIN is $50 (with SSN); $200 without SSN, and annual report filing is $100 + state fees, charged at filing.23, 24, 39, 40, 41
Rocket Lawyer
Formation is tied to membership: First registration free with a Rocket Lawyer membership. Standard is $149/year, Plus $249/year and Pro $349/year, all yearly. Registered office service costs $125 with a Plus or Pro membership, and Standard doesn't include it. Annual report filing is $100 with Pro membership. Its EIN service is $70 with Plus or Pro membership; the formation offer names no operating agreement.25, 26, 42, 43, 44
InCorp
InCorp lists formation starting at $99 plus state fees but publishes no itemized list of what it includes, beyond saying live chat and phone support included with every service. The registered office service is sold separately at $129 per state per year, and the EIN is extra (EIN service, $69). Its own expedite charge is listed as $50.00 InCorp expedite fee (state expedite fee extra), so Pennsylvania's same-day fee would come on top. Annual report filing costs $89 + state fees.27, 28, 29, 45, 46
Harbor Compliance
Harbor's formation starts at $99 plus state fees, and Harbor says most LLCs are prepared and filed in one business day. Its formation page lists name check, articles, registered agent, EIN, and the operating agreement, without saying which tier includes each item or how long an included agent lasts. Harbor offers faster state processing in most states, with the price not published. Its annual report service is $199 per state per year plus filing fees, a large multiple of the $7 state fee.30, 31, 47
Is filing the Pennsylvania certificate yourself worth it?
Filing yourself costs $125 plus any paid tier you choose. Pennsylvania has no newspaper step, online filing runs through one Business Filing Services account, and you can supply your own registered office.2
The Department confirms it: "No advertising is required when forming a domestic limited liability company." If you live or work in Pennsylvania, your own street address can be the registered office, which removes the yearly provider charge. The cost of that choice is that the address is printed on a public filing and papers can be served there.1
A service is more useful when you have no Pennsylvania address, when you want a single place that holds the registered office, the annual report and the formation papers, or when you would rather not set up a Business Filing Services account. A service's speed claim is about its own queue. The Department still asks for 15 business days unless someone pays for a state tier, the cheapest being Same-day $100 (received before 10 a.m.), so ask whether a package's speed includes that fee.2
Watch for charges that recur. Several packages are priced per year, and some bundle a free trial or free year that turns into a charge, such as Swyft Filings' ComplianceGuard (14-day free trial then auto-charged) and ZenBusiness's Worry-Free Compliance free for 1 year (then $199/yr). Owners with partners, investors or a licensed profession should consider having a lawyer review the operating agreement rather than relying on a template. The glossary defines the filing terms, and the Pennsylvania compliance page covers what follows formation.10, 19
Questions about forming a Pennsylvania LLC
How long does it take to form an LLC in Pennsylvania?
The Department of State asks filers to allow 15 business days for standard processing, at no extra charge. Same-day handling is listed as Same-day $100 (received before 10 a.m.), and the faster tiers are 3-hour $300 (before 2 p.m.) and 1-hour $1,000 (before 4 p.m.). A service's own handling time comes first.3
Which forms do I file to start a Pennsylvania LLC?
Two documents go together: the Certificate of Organization (DSCB:15-8821) and the Docketing Statement (DSCB:15-134A). The filing fee is $125. Online filing goes through a Business Filing Services account; the paper version can be mailed with payment.1, 2
Do I need to publish a notice after forming a Pennsylvania LLC?
No. The Department's page says: "No advertising is required when forming a domestic limited liability company." That keeps Pennsylvania's formation cost to the filing fee plus any service or expedite you choose.1
Should I reserve the name first?
Only if a delay stands between you and filing. A reservation costs $70, and the Department's fee page doesn't state how long it lasts. When the certificate is ready to file, a reservation adds cost without adding anything the filing doesn't do.2
Do formation packages include a Pennsylvania commercial registered office provider?
Some include the first year and some sell it separately. Bizee's Basic package lists Registered Agent (1st year included), and doola's Starter includes it (duration not stated); ZenBusiness sells it as an add-on +$199/yr. Providers compared for Pennsylvania lists each renewal.10, 15, 21
Is annual report filing worth paying for in Pennsylvania?
The state charges $7 for the report, due September 30 each year. Provider filing fees, such as $89 + state fees at InCorp, are many times that, so weigh the fee against the risk of forgetting. How annual reports work explains the filing in general.7, 29
