Best commercial registered office provider services in Pennsylvania

Facts checked October 13 to 14, 2026.

All 10 services on this page sell what most states call registered agent service; in Pennsylvania that role is a commercial registered office provider. State law (15 Pa.C.S. § 8825) reads: "Every limited liability company shall have and continuously maintain in this Commonwealth a registered office." The same section lets an LLC satisfy the requirement by naming a commercial registered office provider. So a Pennsylvania LLC with its own street address in the Commonwealth can list that address and skip a paid service, while an owner without one, or one who would rather not publish an address, names a provider on the Certificate of Organization (DSCB:15-8821). With a yearly report that costs only $7, the figures worth comparing are each provider's renewal price, how it delivers court papers and what it takes to leave.1, 2, 3

Pennsylvania law uses the term commercial registered office provider. Most states call the same role a registered agent. What the term means in Pennsylvania

What decides the order, and which facts were compared?

Providers are listed by our score, highest first, and each one is measured on the same published facts: first-year price, renewal, document delivery, auto-renewal, cancellation and refunds.

A tie in score is broken by editorial order, which says nothing about quality. Our score uses only cited, published facts, and the method with every provider's breakdown is on how we score. No service was tested or bought for this page. The Trustpilot rating beside each score is a separate third-party number, shown as published.

"Score" is our editorial score out of 10, built from published facts: half from the Trustpilot rating, the rest from breadth of services, dashboard and mail scanning, and package value and two-year cost (how we score; scores approved 2026-10-14). We don't test services. Trustpilot ratings are third-party, cited to Trustpilot, and not adjusted.

Facts come from each provider's own pages and terms, or are marked as supplied by the provider, and where a provider is silent on a point, its paragraph says so rather than filling the gap. For the general duties of the role, read what a commercial registered office provider does. This page covers one narrower question: which commercial provider to name for a Pennsylvania LLC.

Which Pennsylvania rules change what you should compare?

Three rules shape the choice here: a provider may be optional, the new annual report is cheap but carries a dissolution deadline, and the statute sets no advance notice period for a provider that stops serving.

A provider is optional if you have a Pennsylvania street address

Pennsylvania's form asks for either a registered office address in the state or the name of a commercial registered office provider and county of venue. Owners who live or work in Pennsylvania can give their own address, though it then goes on the filing and someone has to be there to accept papers. Owners outside Pennsylvania have no in-state address to give, so a provider is the usual route. Who may fill the role and how the field works is covered in the Pennsylvania registered office guide.4

The annual report is new, inexpensive and enforced from a set date

Annual reports began in 2025. The report is due September 30 each year, with a filing window of January 1 to September 30, and the fee is $7. The penalty entry reads "No late fee"; instead, the Department of State applies administrative dissolution six months after the due date, enforced starting with 2027 reports. That changes how to read compliance add-ons. Providers that publish a price for annual report filing charge many times the state's fee (for example InCorp at $89 + state fees and ZenBusiness at $100 per report). The filing itself is covered in staying compliant in Pennsylvania.3, 5, 6

If an LLC is dissolved for a missed report, reinstatement is $35 online or $40 on paper, plus $15 for each missing annual report; no time limit for domestic LLCs. Because the per-report charge stacks, years of neglect add up. Reminder emails help only when they land in an inbox someone reads; check which address each provider sends them to before you sign up.3

A provider can resign with no notice period

When a commercial provider stops serving an LLC, it files a statement of change of registered office by agent and must promptly give the LLC a copy; the statute sets no advance notice period. Keep your contact email current with the provider so that copy reaches you. Replacing the registered office costs $5, and how to change a commercial registered office provider walks through the order of steps.7, 8

Pennsylvania also has no newspaper step for LLCs; the Department says "No advertising is required when forming a domestic limited liability company." A provider's county appears on the form as the county of venue; with no newspaper step, it brings no publication cost.2

What does each provider charge and promise a Pennsylvania LLC?

The providers follow the table order above. Each paragraph uses only that provider's published terms.

Tailor Brands

Tailor Brands lists the service at $199/year with renewal at $199/year (renews at the same price); both figures are supplied by the provider. Coverage is listed as all 50 states, with documents scanned and uploaded to the business dashboard. One term limits the address: agent address cannot be used as the business location in public materials, so it isn't an address for your website or letterhead. The provider's terms describe auto-renewal on by default for subscription services, and when a refund is issued, a $29 service fee deducted from any refund issued. Its Essential package ($199/yr plus state fees) includes annual compliance (report filing and updates), described in general terms rather than state by state, so confirm it covers Pennsylvania's $7 report. See the Tailor Brands review.9, 10, 11, 12, 13

ZenBusiness

ZenBusiness asks $199/year for the service, renewing at $199/yr, and takes 50% off the first year ($99) when you form an LLC. Scanned copies go to its dashboard, with originals forwarded only if they can't be copied. Cancellation is by contacting customer support by phone, and a refund is possible only if the service has not yet been used. Its annual report filing costs $100 per report, set beside a Pennsylvania fee of $7. Read the ZenBusiness review.6, 14, 15

LegalZoom

LegalZoom lists $249/year (first-time registered agent customers). On renewal, the published wording is: Renews at the purchase rate each year; rate subject to change. For documents, its page lists Legal documents scanned and uploaded, with other mail uploaded to account and emailed. To leave, its overview page says proof of new RA may be required, so in Pennsylvania the new registered office may need to be on file before LegalZoom will close the account. Its agent terms say prepaid fees are refunded only when LegalZoom terminates the service. Its pages name no list of covered states. See the LegalZoom review.16, 17

Bizee

Bought on its own, Bizee's service is $149/year and renews at $149/year (ongoing annual fee); formation customers get a free first year with any Bizee formation package. Service of process is mailed via FedEx with tracking. To leave, Bizee expects you to finish assigning a new registered agent with the state and notifying Bizee of the change, which for a Pennsylvania LLC means filing the registered office change with the Department of State first. Orders are generally refundable until payment is forwarded to a government entity. Bizee also sells a business address at $29/month; 1 month free with Bizee LLC formation. More in the Bizee review.18, 19, 20, 21, 22

Swyft Filings

Swyft Filings bills by the quarter: $149 per quarter ($596/year). Its renewal wording is $149 per quarter, auto-renews until cancelled. Documents reach an online account, and it gives this timing for lawsuit papers: legal SOP typically within 2-3 hours. Its cancellation rule reads: replacement agent must be designated (or business dissolved) before cancellation. Its annual report product, ComplianceGuard $199/year, is a yearly subscription, so compare it with filing the $7 report yourself. Swyft weighs refund requests case-by-case by charge type and order status and gives no deadline for making one. Read the Swyft Filings review.23, 24, 25, 26

doola

On its agent page doola quotes $297 per year; its Starter formation plan carries an identical price ($297/yr), and the agent comes free with Formation Service. Scans are same-day scans. On paper forwarding, doola's terms say: Not included in base RA subscription unless stated in plan. Its terms say recurring fees auto-renew. Its general account terms give the cancellation route: Delete account any time, or email help@doola.com. Which states doola covers isn't spelled out on its agent page. See the doola review.27, 28, 29

Northwest Registered Agent

Northwest charges $125 per year. Its coverage, as listed: All 50 states plus D.C. and Puerto Rico. Court papers go into the online account, and ordinary mail is handled on this basis: normal business mail scanned up to 5 docs per year free. Its pages say RA customers auto-enrolled in Compliance Services billed in annual auto-pay, and its annual report service is $100 + state fees, charged at filing, so check the enrolment before the Pennsylvania deadline. Leaving is simple, since you can cancel anytime through the online account; no cancellation fee, but purchases become non-refundable after 90 days, and Northwest is silent on whether the agent subscription renews by itself. The Northwest review has more.30, 31, 32, 33, 34

Rocket Lawyer

Rocket Lawyer's price is $125 with a Plus or Pro membership, and the membership is billed on its own: Plus is $249/year and Pro $349/year. Add the two together for a yearly figure. Rocket Lawyer's terms have documents scanned and uploaded to email and account; the subscription will automatically renew for successive 1-year terms. Rocket Lawyer lets you cancel any time by phone, before renewal date; a refund request has to arrive within 30 days of purchase. The Rocket Lawyer review covers the membership tiers.35, 36, 37

InCorp Services

InCorp's price is $129/year. Its sales page describes a $129 per year flat rate, while the terms of service bill each renewal at whatever the fee is then. Legal documents are scanned and delivered same day. To stop billing you must meet one condition before the yearly fee is due: dissolve entity, appoint new agent, or resign InCorp with fees. Refund requests are accepted within 60 days of issuance of services. Its annual report filing costs $89 + state fees. Read the InCorp review.5, 38, 39, 40

Harbor Compliance

Harbor Compliance's contact page gives a mailing address in Lancaster, PA. Its price is $99 first year (new customers), with renewal at $159 annually, and it promotes same-day document scanning. Harbor's subscription rolls over for another term unless notice arrives at least 90 days before the end of the current term, and its terms say all Fees paid for the Services are non-refundable. A missed notice date costs more than the $5 state fee to switch. More in the Harbor Compliance review.41, 42, 43

Which best-for lists apply to a Pennsylvania LLC?

Two of the site's best-for lists line up with Pennsylvania's rules: the compliance list, because the state now has a yearly report, and the privacy list, because an owner without a provider lists their own address.

The compliance list groups providers by whether they file the annual report for you. Tailor Brands' Essential plan includes annual compliance (report filing and updates), while InCorp, ZenBusiness and Northwest sell it per report. The privacy list covers providers that sell a separate business address, such as Bizee's at $29/month; 1 month free with Bizee LLC formation, for owners who want something other than a home address on letterheads and invoices.13, 22

How much does a Pennsylvania LLC spend on its provider, first year and later?

In the first year you pay the $125 Certificate of Organization fee plus a provider's first-year price, or nothing extra if you list your own Pennsylvania address.8

From the second year, add the $7 annual report to the provider's renewal. The Department says "No advertising is required when forming a domestic limited liability company," so there is no publication charge to add.2, 3

Renewal pricing differs from the first-year figure for several providers.

A worked example shows the shape of the bill. An owner who forms with Bizee's Basic package ($0 + state fee) pays the $125 state fee and, with a free first year with any Bizee formation package, no agent charge in the first year. In the second year the bill is the $7 report plus Bizee's renewal. An owner who lists a home address in Pittsburgh or Erie pays only the state's two fees, at the cost of that address appearing on the record.20, 44

Over several years the renewal column outweighs the first-year discount. Full formation totals are in the cheapest ways to form a Pennsylvania LLC and Pennsylvania LLC formation services compared. Agent prices for every state are on cheapest commercial registered office provider services, and any two providers can be set side by side on the comparison page.

Pennsylvania registered office providers: common questions

Do I have to hire a commercial registered office provider in Pennsylvania?

No. Pennsylvania requires a registered office in the Commonwealth, and naming a provider is one way to meet that rule; your own Pennsylvania street address is the other. A provider is the usual choice for owners outside the state or those who don't want their address on the filing.

What does the provider's county have to do with my filing?

When you name a provider, the form asks for the commercial registered office provider and county of venue. The county is a filing detail, not a cost, because there is no newspaper step; the Department says "No advertising is required when forming a domestic limited liability company." Ask the provider which county to enter if its pages don't say.2, 4

Is a provider's annual report service worth it in Pennsylvania?

That depends on how much you value having it filed for you. The state fee is $7, and provider filing fees run from $89 + state fees at InCorp to Swyft Filings' ComplianceGuard $199/year. Missing the report leads to administrative dissolution six months after the due date, enforced starting with 2027 reports, so a reminder works only if someone acts on it before that point.3, 5, 25

What happens if my provider stops serving my LLC?

The provider files a statement of change of registered office by agent and must promptly give the LLC a copy. Pennsylvania sets no advance notice period, so you could learn of the change after it is filed. Name a new registered office for $5; the Pennsylvania registered office guide has the steps.7, 8

Can I cancel one provider before naming the next?

Some providers ask for the change first. Swyft Filings says a replacement agent must be designated (or business dissolved) before cancellation, and LegalZoom's overview page says proof of new RA may be required. File the change with the Department of State first, then cancel; how to cancel a commercial registered office provider explains the sequence.17, 24

How is the list on this page ordered?

Highest score first; where two providers tie, the order is editorial. The score is built from published, cited facts, and the largest share comes from each provider's Trustpilot rating, which reflects the whole company rather than its Pennsylvania service. For founders abroad, see providers that serve non-U.S. founders.
