Best LLC formation services in Hawaii

Facts checked October 13 to 14, 2026.

A Hawaii LLC is formed by filing Articles of Organization (Form LLC-1) with the Department of Commerce and Consumer Affairs, Business Registration Division, which charges $50, and by naming a registered agent with a business address in this State (Haw. Rev. Stat. § 428-107). Expedited review is optional at $25 more. The Division doesn't publish a standard processing time for either speed, so no one can promise you a state turnaround. A formation service files the same form and charges its own fee on top; the packages differ mainly in whether they include the agent, an EIN, an operating agreement and annual report filing.1, 2, 3

How do you form an LLC in Hawaii, step by step?

You confirm the name, choose an agent, file the Articles of Organization online or on paper, decide whether to pay for expedited review, then get an EIN and sign an operating agreement.

The steps run in this order because each one feeds the next. The agent's details go on the Articles, and banks generally want the filed Articles and an EIN before they open an account.

  1. Confirm the name. Check that no other Hawaii business already uses it. A reservation costs $10, but the fee page doesn't say how long a reservation lasts, so ask the Division if you plan to hold a name for a while before filing.2
  2. Choose a registered agent. Hawaii accepts an individual who resides in this State or a business entity authorized here, and either way the agent must have a business address in this State. That rules out serving personally as the agent while living on the mainland. The Hawaii registered agent guide covers who qualifies and the address rules in detail.3
  3. Complete the Articles. The form's official label is Form LLC-1. A service fills it in from your answers at checkout; if you file yourself, the form lists the details it needs.1
  4. Pick a filing method. The Division's listed options: Online, by email, mail or fax, or in person at the service window in Honolulu. Mail from a neighbor island or the mainland adds transit time; online filing avoids it.1
  5. Decide on expedited review. It costs $25 on top of the filing fee. The Division doesn't publish how fast either regular or expedited review is, so the extra fee buys faster handling without a stated deadline. It is mainly worth weighing when a lease, bank or contract needs the LLC by a set date.1
  6. Get an EIN. The IRS, not the state, issues this federal tax number. Several packages below include it, and others sell it as an add-on.
  7. Sign an operating agreement. It records who owns what and how decisions are made, and it stays with the members. Some packages include a template.
  8. Put the first annual report on your calendar. Hawaii LLCs file Form C5 by the last day of the calendar quarter in which the LLC was organized. No report is due in the year the LLC is organized, so your first one falls in the year after formation. The deadlines are on staying compliant in Hawaii.4, 5

What does a Hawaii LLC cost with and without a service?

The state's part is the same either way: $50 for the Articles, plus $25 if you choose expedited review. Services add their own price above that.1, 2

"Not listed" means the published package doesn't mention the item, so ask before you order. The year-by-year arithmetic, including agent renewals and the annual report, is on the cheapest ways to form a Hawaii LLC.

What does each provider's formation package include for a Hawaii LLC?

Each paragraph covers a provider's published formation packages and what they leave out, in the table's order: our score, highest first, ties in editorial order (how we score).

None of these packages says how long the Division takes, and the state doesn't publish a processing time. A provider's stated processing time is its own handling. To compare the agent services themselves, see registered agents compared for Hawaii.

Tailor Brands

Lite costs $0 plus state fees and processes the LLC within 14 business days; the listing notes no annual compliance, operating agreement or branding tools. The next plan, $199/yr plus state fees, processes within 1 business day and adds annual compliance (report filing and updates), operating agreement among other items. In Hawaii that compliance feature has nothing to file in the formation year, given the state rule on timing: No report is due in the year the LLC is organized. Its pricing shows no separately priced expedite option, so the state's expedited review fee is a separate question to ask. The agent is priced on its own at $199/year, and Tailor Brands offers an EIN filing service (price not published). The top plan is $249/yr plus state fees.5, 6, 7, 8

ZenBusiness

Starter is $0 + state fees (does not renew), with processing of 7-10 days; ZenBusiness says that figure excludes Secretary of State time, so Hawaii's own review time comes after. Starter bundles Worry-Free Compliance free for 1 year (then $199/yr), while the EIN and operating agreement are +$99 add-ons. On every plan the agent is an add-on +$199/yr, though ZenBusiness offers 50% off the first year ($99) when you form an LLC. Starter's faster option is a Rush upgrade +$79. Pro ($199 + state fees, renews at $199/yr) includes ongoing filing compliance (state-required annual report filings and up to 2 amendments per year), which would cover Hawaii's report from the year after formation.9, 30

LegalZoom

LegalZoom's entry package, $0 + state filing fees, covers the Articles of organization. The EIN, operating agreement and agent are priced separately: EIN $79, operating agreement starts at $99, and agent $249/year (first-time registered agent customers). Its middle package, $249 + state filing fees, adds attorney consultations, 30 days included, then $49/month auto-renew, so a monthly charge follows unless that plan is cancelled.11, 12, 13, 14

Bizee

Basic is $0 + state fee and lists Registered Agent (1st year included). The agent then renews at $149/year (ongoing annual fee). EIN and operating agreement are add-ons at $70 and +$99. Standard, $199 + state fee, adds both plus faster processing (~2 weeks), while the top Premium tier at $299 + state fee goes further and lists expedited filing (~4 business days). Bizee's processing line reads "Standard ~2 weeks (includes expedited filing)" but doesn't say whether that pays Hawaii's $25 expedited review fee.1, 15, 16, 31

Swyft Filings

Basic is $0 + state fees and processes in 7-10 business days. Standard, at $169 + state fees (promotional, 'SAVE $30'; regular $199), adds custom organizational minutes, custom banking resolution, business banking essentials, operating agreement and processes in 3 business days. Swyft's package listings don't name a registered agent; its agent is $149 per quarter ($596/year). Every plan includes a trial of ComplianceGuard $199/year: a 14-day free trial then auto-charged. No report is due in the year the LLC is organized, so the trial would end long before a Hawaii LLC's first filing.5, 17, 32, 33

doola

doola's Starter is $297/yr, a yearly charge, and includes LLC filing, EIN, US bank account guidance, US business address, registered agent. It says it files within 1-2 business days, before the Division's own review. doola says it can help US citizens and also a non-resident without a US SSN. The next plan adds federal and state tax filing at $1,999/yr. For founders without a Social Security number, see agents for non-resident founders.18, 19, 34

Northwest Registered Agent

Northwest's package is $39 + State Fees and includes filing plus a free domain name, open source website, phone line, business email, business address, brand protection. Its agent fact reads "One year of registered agent service included with formation ($39 + state fees), as stated on the corporation page"; the LLC page doesn't say the agent is included, so confirm before ordering. Alone, the agent is $125 per year. Northwest lists a free template for the operating agreement. An EIN is $50 (with SSN), or $200 without SSN.20, 21, 22, 23, 35

Rocket Lawyer

Rocket Lawyer's formation offer reads: First registration free with a Rocket Lawyer membership. Memberships cost $149/year for Standard, $249/year for Plus and $349/year for Pro, and each starts with a free 7-day trial, then billed yearly. The agent is $125 with a Plus or Pro membership, so a Standard member who wants Rocket Lawyer as agent must move up a tier. The EIN is $70 with Plus or Pro membership; no operating agreement is listed.24, 25, 36, 37

InCorp

InCorp prices formation starting at $99 plus state fees, and its package description lists one item: Live chat and phone support included. The agent is not part of it: sold separately at $129 per state per year. InCorp's own expedite option is a $50.00 InCorp expedite fee (state expedite fee extra), so in Hawaii that means InCorp's fee plus the Division's $25. InCorp sells the EIN separately: EIN service, $69 (InCorp prepares the IRS forms or obtains the number for you).1, 26, 27, 28, 38

Harbor Compliance

Harbor's formation is priced starting at $99 plus state fees. It says most LLCs are prepared and filed in one business day. Its formation page lists these items: Name check, articles, registered agent, EIN, operating agreement. It doesn't say which tier includes what or how long an included agent lasts. The standalone agent costs $99 first year (new customers) and renews at $159 annually. On speed, Harbor's listing reads: Expedited state processing available in most states (price not published).29, 39, 40

Should you file Hawaii's Articles yourself or use a service?

Filing yourself costs $50, plus $25 if you want expedited review, and you complete the same form a service would complete for you.1, 2

What a service adds is mostly convenience and bundling. It fills in the form from a checkout questionnaire, may act as your registered agent, and may include an EIN or operating agreement template. It doesn't make the Division review faster unless the state's expedited fee is paid, and no provider can promise a state turnaround that Hawaii itself doesn't publish.

The agent question is where Hawaii differs most. A founder who lives in Hawaii can serve as the agent at a Hawaii business address and skip that fee; a founder on the mainland or abroad can't, because the statute requires an individual who resides in this State or a qualifying entity. Whoever serves, their address is printed in the agent field. A service's address replaces yours only there. For a separate business address, some providers sell one, such as Swyft Filings at $29/mo.3, 17

Watch for charges that start after checkout. ZenBusiness's Starter includes Worry-Free Compliance free for 1 year (then $199/yr), Swyft's ComplianceGuard comes as a 14-day free trial then auto-charged, and doola's Starter is $297/yr, billed every year rather than once. Against those, Hawaii's own annual report fee is $12.50 online, filed by the last day of the calendar quarter in which the LLC was organized. Owners with partners, investors or a licensed profession may want a lawyer to draft the operating agreement instead of a template. The glossary defines the filing terms.5, 9, 18, 33, 41

Questions about forming an LLC in Hawaii

How long does it take to form an LLC in Hawaii?

The Division doesn't publish a standard processing time for regular or expedited filings. Paying $25 for expedited review buys expedited handling, but no turnaround is promised. A service's stated time covers its own handling and may exclude the state's, as ZenBusiness says its time excludes Secretary of State time.1, 9

Can I file the Hawaii Articles of Organization by email or fax?

Yes. The Division lists these options: Online, by email, mail or fax, or in person at the service window in Honolulu. Online filing skips mail time, which can add days from outside Honolulu.1

Can I be my own registered agent if I live outside Hawaii?

No. The statute allows an individual who resides in this State or an entity authorized in Hawaii, with a business address in this State. A mainland or overseas founder needs a Hawaii resident or a commercial service. Registered agents compared for Hawaii lists the services and their prices.3

Do formation packages include a Hawaii registered agent?

Some do. Bizee's Basic includes a Registered Agent (1st year included), while ZenBusiness sells the agent as an add-on +$199/yr. Compare the renewal price too, since that is what you pay from the second year.9, 15

Do I need a package with annual report filing for a Hawaii LLC?

Hawaii LLCs file a report each year, due by the last day of the calendar quarter in which the LLC was organized, and the state fee is $12.50 online. No report is due in the year the LLC is organized. A package feature that files it saves you the task, not much state money. See annual reports explained and Hawaii's yearly filing rules.5, 41
