Best LLC formation services in Vermont

Facts checked October 13 to 14, 2026.

A Vermont LLC starts with Articles of Organization filed with the Vermont Secretary of State, Business Services Division, which cost $155; processing time for an online filing is normally less than 1 business day. You also name an agent for service of process under 11 V.S.A. § 1655 and a designated office for notices, which can be outside the state. A formation service files the same Articles for the same state fee and charges its own price on top. The packages differ mostly in what they leave out, such as the agent, an EIN, an operating agreement and help with the yearly report.1, 2, 3

Vermont law uses the term agent for service of process. Most states call the same role a registered agent. What the term means in Vermont

How do you form an LLC in Vermont, step by step?

You choose a name, line up an agent and a designated office, file the Articles of Organization online or on paper, then get an EIN, sign an operating agreement and note your first report date.

Most of the waiting in Vermont comes from the filing method you pick, since the Secretary of State turns online filings around much faster than mail.

  1. Pick a name and check that it's free. Confirm with the Secretary of State that no other business already uses it. To hold a name before you file, a reservation costs $25 and lasts 120 days. If you're ready to file now, you don't need one.1
  2. Choose your agent for service of process. Under 11 V.S.A. § 1655, the agent must be an individual resident of this State or a business organization that has a place of business in, and is authorized to conduct business in, this State. The filing asks for the agent's name, email, and address information, so have an email address ready that someone actually reads. An owner who lives in Vermont can act as the agent; the Vermont agent guide explains who qualifies.3
  3. Choose a designated office. This is the LLC's address for official notices, and it may but need not be located in this State. An owner who lives in New Hampshire or Massachusetts, for example, can list a home or office address there.3
  4. File the Articles of Organization. You can file online, which the state prefers and lists with no extra fee, by mail, or walk-in at 128 State Street, Montpelier. A service prepares and submits the same form for you.2
  5. Plan around processing time. Processing time for online filings is normally less than 1 business day; paper filings by mail take 7 to 10 business days. The state doesn't publish a paid expedite option on the pages we cite, and online filing is already the fast route.2
  6. Apply for an EIN. The IRS, not the state, issues this federal tax number, and banks and payroll providers ask for it. Some packages below include the application; others charge for it.
  7. Sign an operating agreement. It records who owns the LLC, who makes decisions and what happens when an owner leaves.
  8. Check the state business tax. Vermont's business entity income tax applies to LLCs electing partnership or S-corporation treatment, and the Department of Taxes says that, generally, a minimum tax of $250 is due. A single-owner LLC taxed as a sole proprietor is not addressed on the page we cite, so ask the Department of Taxes or an accountant.4
  9. Diary the first annual report. It costs $45 and is due within three months after the end of the LLC's fiscal year. Staying compliant in Vermont covers the report and what happens if it's missed.1, 5

What does a Vermont LLC cost with and without a service?

The state's fees don't change with the route you take, and every package below is priced on top of them.

"Not listed" means the item doesn't appear in the provider's published package description, so ask before you buy. Year-two costs, including agent renewals and the report fee, are added up on the cheapest ways to form a Vermont LLC.

What does each provider's formation package include for a Vermont LLC?

Each paragraph covers only published formation package terms, in the provider table's order: our score, highest first, with ties in editorial order (how we score).

Trustpilot ratings appear separately in that table. Two Vermont points apply to every package. A provider's own processing time comes before the state's, which is normally less than 1 business day online, and none of the package descriptions mention the designated office, so decide that address yourself. The agent services are compared on agents for service of process in Vermont.2

Tailor Brands

Lite costs $0 plus state fees, processes the LLC within 14 business days and, by its own description, comes with no annual compliance, operating agreement or branding tools. Essential, at $199/yr plus state fees, processes within 1 business day and adds annual compliance (report filing and updates), operating agreement. Vermont's yearly report gives that feature real work. Neither description says an agent is included; Tailor Brands sells agent service separately at $199/year. It offers an EIN filing service, price not published. Essential and Elite ($249/yr plus state fees) bill every year rather than once.6, 7, 8

ZenBusiness

Starter is $0 + state fees (does not renew), with processing of 7-10 days, and ZenBusiness says that figure excludes Secretary of State time. Starter includes Worry-Free Compliance free for 1 year (then $199/yr), and the EIN and operating agreement are +$99 add-ons. Every package leaves the agent out and sells it as an add-on +$199/yr, with 50% off the first year ($99) when you form an LLC and renewal at $199/yr. Its rush option (Rush upgrade +$79 on Starter) buys faster handling on ZenBusiness's side, though Vermont's online turnaround is already short. Pro, at $199 + state fees, renews at $199/yr, lists 1-day processing, 100% accuracy guarantee, Personal Velo AI guidance, ongoing filing compliance (state-required annual report filings and up to 2 amendments per year), EIN, operating agreement template, business logo builder.9, 29

LegalZoom

Its cheapest package, $0 + state filing fees, covers the Articles of organization and little else, so the rest is bought item by item: the EIN at $79, an operating agreement that starts at $99, and the agent at $249/year (first-time registered agent customers). The next tier, $249 + state filing fees, adds attorney consultations on these terms: 30 days included, then $49/month auto-renew.11, 12, 13, 14

Bizee

Basic is $0 + state fee and lists Registered Agent (1st year included); the agent then renews at $149/year (ongoing annual fee). On Basic, both the EIN ($70) and the operating agreement (+$99) cost extra. Standard, at $199 + state fee, includes both and lists faster processing (~2 weeks instead of 4 to 6). Bizee doesn't say whether those times include the state's own processing, which for an online Vermont filing is normally less than 1 business day.2, 15, 16, 30

Swyft Filings

Basic costs $0 + state fees and covers preparing and filing the Articles, with an accuracy guarantee; Swyft says it processes in 7-10 business days. Standard, at $169 + state fees (promotional, 'SAVE $30'; regular $199), adds custom organizational minutes, custom banking resolution, business banking essentials, operating agreement and cuts handling to 3 business days. No agent is listed in either; on its own the agent is $149 per quarter ($596/year). Formation orders come with ComplianceGuard $199/year as a 14-day free trial then auto-charged. A Vermont LLC does file a yearly report, so the service would have something to file; decide whether that price beats doing it yourself before the trial ends.17, 31, 32

doola

Starter is $297/yr, a yearly charge, and includes LLC filing, EIN, US bank account guidance, US business address, registered agent. doola says it submits the filing within 1-2 business days. It works with US citizens and with a non-resident without a US SSN. For an owner abroad, Vermont's designated office may but need not be located in this State, so it can be an address where the owner already gets mail. Agent services for non-resident founders covers this group.3, 18, 19, 33

Northwest Registered Agent

Northwest's package is $39 + State Fees and includes the filing plus a free domain name, open source website, phone line, business email, business address, brand protection. Its corporation page mentions one year of registered agent service included with formation, but the LLC page doesn't, so confirm before ordering. The agent alone costs $125 per year. Northwest lists the operating agreement (Free template) and the EIN ($50 (with SSN); $200 without SSN) separately.20, 21, 22, 23, 34

Rocket Lawyer

Formation is tied to membership: First registration free with a Rocket Lawyer membership. Each membership is billed yearly (Standard $149/year, Plus $249/year, Pro $349/year). The offer excludes government and third party fees. The agent is $125 with a Plus or Pro membership, which rules out Standard if you want Rocket Lawyer as agent. The EIN is $70 with Plus or Pro membership, and no operating agreement appears with the formation offer.24, 25, 35, 36

InCorp

InCorp's formation service is priced starting at $99 plus state fees, and the package description mentions support ("Live chat and phone support included") rather than filing extras. The agent is sold separately at $129 per state per year. Its own expedited processing costs extra ($50.00 InCorp expedite fee). No EIN or operating agreement is itemized in the published package.26, 27, 37

Harbor Compliance

Harbor's formation service is priced starting at $99 plus state fees, and its page lists what the service covers (Name check, articles, registered agent, EIN, operating agreement) without saying which tier includes which item or how long any included agent lasts. The standalone agent is $99 first year (new customers), renewing at $159 annually, with notice required at least 90 days before the end of the current term to stop it. Harbor says it can speed up state processing and offer several options in most states, but publishes no price for that.28, 38, 39

Should you file the Vermont Articles yourself or use a service?

Filing yourself online costs $155 and the state's processing is normally less than 1 business day, so the main thing a service saves in Vermont is paperwork, not waiting time. The trade-off turns on the agent, the designated office and the yearly report.1, 2

On your own, you complete the Articles, act as agent if you live in Vermont, and list a designated office anywhere you get mail. A Vermont resident acting as agent pays no agent fee but puts a personal address and email on the filing. Owners outside Vermont can't act as their own agent under 11 V.S.A. § 1655, so they need a resident or a qualifying business, which is the gap most commercial agents fill.

A service adds value mainly through what comes after filing. The $45 report is due within three months after the end of the LLC's fiscal year, and an LLC terminated for missed reports pays $35 per year missed to reinstate, plus the overdue annual report(s) and annual report fee(s). Packages that include report filing or reminders cover that. Packages that don't leave it to you. Some providers also sell a separate business address, such as Swyft Filings' business address and virtual mailbox at $29/mo. The statute we cite doesn't say whether a mailbox address can serve as the designated office, so ask the Secretary of State before relying on one.1, 5, 17

Watch the recurring parts of any package. On this page, Bizee's free agent year renews at $149/year (ongoing annual fee) and ZenBusiness's discounted agent year at $199/yr, and some packages bill every year. Owners with co-owners or outside investors may want a lawyer to review the operating agreement instead of relying on a template. The Vermont agent guide explains the agent rules and the glossary defines the filing terms.29, 30

Questions about forming an LLC in Vermont

How long does it take to form an LLC in Vermont?

The Secretary of State's processing is normally less than 1 business day for an online filing, and a mailed filing takes 7 to 10 business days. A formation service adds its own handling time before the state receives the Articles, so the filing method and the provider's speed decide the total.2

Can I pay to expedite a Vermont LLC filing?

The state doesn't publish a paid expedite option on the pages we cite. Online filing, processed in a time the state gives as normally less than 1 business day, is already the quick route. Some providers sell rush handling on their side, such as the upgrade ZenBusiness sells (Rush upgrade +$79 on Starter), which speeds up their work rather than the state's.2, 9

Does my designated office have to be in Vermont?

No. The statute says the designated office may but need not be located in this State, and it doesn't have to be a place where the LLC does business. The agent for service of process is a separate entry and does have to qualify in Vermont under 11 V.S.A. § 1655.3

Do Vermont formation packages include the agent?

Some do. Bizee's cheapest package includes the agent (Yes, first year), while ZenBusiness leaves it out of every package and sells it as an add-on +$199/yr. Compare renewal prices as well as the first year; agents for service of process in Vermont lists them.9, 15

Is a package with annual report filing worth it in Vermont?

It can be, because every Vermont LLC owes a $45 report each year, due within three months after the end of the LLC's fiscal year. Packages that file it save you tracking the date; ZenBusiness, for example, sells single filings (Annual Report Filing $100 per report) if you'd rather pay per report. See how annual reports work.1, 5, 10

Can I file the Vermont Articles by mail or in person?

Yes. Besides filing online, you can file by mail or walk-in at 128 State Street, Montpelier. Mail is the slow option at 7 to 10 business days, and the state lists no extra fee for filing online, so paper mainly suits owners who can't use the website.2
