Best LLC formation services in Arkansas

Facts checked October 13 to 15, 2026.

An Arkansas LLC is formed by naming a registered agent with an Arkansas street address and filing the Certificate of Organization (Form LL-01) with the Arkansas Secretary of State, Business and Commercial Services Division; the fee is $45 online, $50 by paper. The Secretary of State says it completes most filings within two business days of receipt. A formation service files the same certificate and charges its own package price on top; what differs between packages is the agent, the EIN, the operating agreement, help with the yearly franchise tax report, and the provider's own handling time.1, 2, 3

How do you form an LLC in Arkansas, step by step?

Check the name, choose a registered agent, file the Certificate of Organization online or on paper, then get an EIN, sign an operating agreement and put the May franchise tax report in your calendar.

  1. Search the name. Look it up in the Secretary of State's business records before you file. To hold a name while you sort out a lease or a partner, a reservation costs $22.50 online or $25 by paper and lasts 120 days. If you're ready to file now, the reservation adds nothing.4
  2. Choose the registered agent. Ark. Code Ann. § 4-20-102 counts an individual as a noncommercial agent, so an owner can serve, or you can hire a commercial service. The report instructions say "The registered agent's address must be a street address in Arkansas, and the agent must be located at that address." The Arkansas registered agent guide covers who qualifies.5, 6
  3. Complete the certificate. The form is Certificate of Organization (Form LL-01). A service fills it in for you; filing yourself, you complete it on the state's site or on the PDF.
  4. Pick a filing method. The state's filing methods are Online (credit card), or print the PDF and mail or deliver it. Online filing is payable by credit card, and the fee is $45 online against $50 by paper. The Business Services FAQ says in-person filings are possible.2
  5. Wait for approval. Most filings are done within two business days of receipt. For walk-in filings, heavy volumes mean a 48 hour turnaround time for all drop offs. The Secretary of State's pages we cite don't list a paid expedite tier.3
  6. Get an EIN. The Employer Identification Number is the LLC's federal tax ID, issued by the IRS rather than the state. A bank will usually ask for it before opening an account.
  7. Sign an operating agreement. It sets out who owns what, who decides and what happens when an owner leaves.
  8. Mark the first May on your calendar. Every Arkansas LLC files the Annual LLC Franchise Tax Report by May 1 each year and pays the $150 annual LLC franchise tax with it. Staying compliant in Arkansas explains the report.6, 7

The filing pages we cite don't mention a newspaper notice for a new LLC. If you are unsure whether one applies to your business, ask the Secretary of State before you file.

What does an Arkansas LLC cost with and without a service?

The state's fee is the same whether you file or a service files for you, and every package below adds it on top of its own price.

Arkansas Secretary of State, Business and Commercial Services Division fees for LLCs
FilingFee
Form the LLC$45 online, $50 by paper sos.arkansas.gov
Reserve a name$25 by paper ($22.50 online) for 120 days sos.arkansas.gov
Change of registered agentNo fee sos.arkansas.gov
Register an out-of-state LLC$300 paper ($270 online), Application for Certificate of Registration of Foreign LLC (Form FL-01) sos.arkansas.gov

Online filing costs less than paper, so it is worth asking which fee a package quote assumes. The Secretary of State pages we cite list no expedite fee; a provider's "rush" option, as far as its pages describe it, speeds up its own handling. "Not listed" means the provider's package description doesn't mention the item, so ask before you order. The first-year and second-year totals, with agent renewals and the franchise tax, are worked out on the cheapest ways to form an Arkansas LLC.

What does each formation package include for an Arkansas LLC?

The paragraphs follow the same provider order as the tables, and each covers only the provider's published formation terms.

With the state finishing most filings within two business days of receipt, each provider's own handling time is the figure to compare. None of the package descriptions mentions Arkansas's franchise tax or its report by name, so an "annual compliance" feature reads as filing help, and none says it pays the tax. Registered agents compared for Arkansas covers the agent services on their own.

Tailor Brands

Tailor Brands' Lite package costs $0 plus state fees, with the LLC processed within 14 business days, and its listing notes no annual compliance, operating agreement or branding tools. It does include a business coaching platform. Essential, at $199/yr plus state fees, cuts processing to within 1 business day and adds annual compliance (report filing and updates) and an operating agreement; the plan page doesn't say how that applies to Arkansas's franchise tax report. Elite is $249/yr plus state fees. Both paid plans are priced per year.8

The packages don't list a registered agent; Tailor Brands sells it separately at $199/year. On the EIN, its pricing page reads "EIN filing service offered; price not published".9, 10

ZenBusiness

Starter, ZenBusiness's lowest tier, is $0 + state fees (does not renew) with processing of 7-10 days, and ZenBusiness notes that this excludes Secretary of State time. Starter comes with Worry-Free Compliance free for 1 year (then $199/yr); the EIN and operating agreement are +$99 add-ons. If speed counts, Starter has a paid rush option (Rush upgrade +$79 on Starter). Pro ($199 + state fees, renews at $199/yr) includes the EIN and operating agreement plus state-required annual report filings and up to 2 amendments per year, without naming Arkansas's franchise tax report. No ZenBusiness package includes the agent; it is an add-on at +$199/yr, renewing at $199/yr.11, 32

LegalZoom

LegalZoom's Basic tier is $0 + state filing fees and lists "Articles of organization" among its items. The EIN costs $79, an operating agreement starts at $99, and the agent $249/year (first-time registered agent customers). The middle tier, $249 + state filing fees, adds attorney consultations (30 days included, then $49/month auto-renew), and the top tier, $299 + state filing fees, adds "Bookkeeping tools, 6-month subscription included". Watch the monthly charge that starts after the consultation period.13, 14, 15, 16

Bizee

Bizee's Basic package is $0 + state fee and lists "Registered Agent (1st year included)"; after that year the agent renews at $149/year (ongoing annual fee). The EIN ($70) and operating agreement (+$99) cost extra on Basic. Standard, at $199 + state fee, includes both and promises faster processing (~2 weeks). Premium, at $299 + state fee, lists expedited filing (~4 business days). For comparison, the state completes most filings within two business days of receipt.17, 18, 33

Swyft Filings

Swyft's Basic package is $0 + state fees, with handling of 7-10 business days. Standard is $169 + state fees (promotional, 'SAVE $30'; regular $199); it adds custom organizational minutes, custom banking resolution, business banking essentials, operating agreement and brings handling to 3 business days. No registered agent appears in the packages, and the agent service on its own is $149 per quarter ($596/year). Every plan starts a 14-day free trial of its report service (ComplianceGuard $199/year), which is then charged automatically. Its page doesn't name Arkansas's franchise tax report, and an owner who files the report alone would have to cancel before the trial ends to avoid the yearly charge.19, 34, 35

doola

doola's Starter plan costs $297/yr, a yearly charge, and includes LLC filing, EIN, US bank account guidance, US business address, registered agent. It quotes 1-2 business days for its own filing step. Its plan description says "Starter does not include ongoing compliance filings", so the Arkansas report is yours to file unless you move up to the $1,999/yr Tax and Compliance plan. Founders outside the U.S. can compare the providers that say they serve them on agents for non-resident founders.20, 21, 36

Northwest Registered Agent

Northwest's formation price is $39 + State Fees, and the package lists filing plus free domain name, open source website, phone line, business email, business address, brand protection. Whether the agent is included for an LLC is unclear: the corporation page lists one year of registered agent service included with formation, while the LLC page is silent. Ask before ordering. On its own the agent is $125 per year. Northwest lists the operating agreement as a "Free template" and prices the EIN at $50 (with SSN); $200 without SSN.22, 23, 24, 25, 37

Rocket Lawyer

Rocket Lawyer's formation offer is "First registration free with a Rocket Lawyer membership". Memberships cost $149/year for Standard, $249/year for Plus and $349/year for Pro, with a free 7-day trial before yearly billing. The agent is $125 with a Plus or Pro membership, which rules out Standard. The EIN is $70 with Plus or Pro membership. No operating agreement is listed with the formation offer.26, 27, 38, 39

InCorp

InCorp prices formation starting at $99 plus state fees, and the package description lists only "Live chat and phone support included". The agent is sold separately at $129 per state per year, and its EIN service costs $69. InCorp also lists an expedite fee ($50.00 InCorp expedite fee), which it describes as its own fee, with any state expedite fee charged on top; the Arkansas pages we cite list no state expedite fee. No operating agreement is itemized.28, 29, 30, 40

Harbor Compliance

Harbor prices formation starting at $99 plus state fees. Its formation page lists "Name check, articles, registered agent, EIN, operating agreement", without saying which tier carries which item or how long an included agent lasts. Its processing note reads "Most LLCs prepared and filed in one business day". Its standalone agent is $99 first year (new customers), renewing at $159 annually. On speed, it lists "Expedited state processing available in most states (price not published)", so what that means in Arkansas is a question for Harbor.31, 41, 42

Should you file the Arkansas certificate yourself or use a service?

Filing yourself costs $45 online and needs a name search, an agent who qualifies and the certificate itself. A service saves that paperwork and may bundle the agent, EIN and operating agreement.2

Filing alone in Arkansas means one form, a card payment if you file online, and a state that turns most filings around within two business days of receipt. An owner who is located at an Arkansas street address can serve as the agent, since Ark. Code Ann. § 4-20-102 counts an individual as a noncommercial agent, and skip the agent fee. The catch is that your own address goes on the public record. You also need to be there to accept papers.5

A service adds different things. It is a commercial agent with an Arkansas address, it can supply an operating agreement and EIN, and some packages file the yearly report. In every case the agent's address fills only the agent field; the yearly report's principal office in Arkansas stays yours to supply. Swyft Filings is one provider that sells a separate business address, at $29/mo.19, 43

Watch for charges that recur. Several packages are billed every year, and some start a compliance trial or a free agent year that renews at full price. In Arkansas the yearly cost you can't avoid is the $150 annual LLC franchise tax. Any report-filing service adds its own fee on top. Owners with partners, investors or a licensed profession may want a lawyer to review the operating agreement rather than using a template. The glossary defines the filing terms, and the Arkansas registered agent guide covers the agent rules.7

Questions about forming an LLC in Arkansas

How long does it take to form an LLC in Arkansas?

The Secretary of State completes most filings within two business days of receipt, and for walk-in filings it notes a 48 hour turnaround time for all drop offs. A formation service's own handling comes first: Tailor Brands' paid plans process within 1 business day, while Swyft's Basic package takes 7-10 business days.3, 8, 19

Is it cheaper to file the Arkansas certificate online or on paper?

Online. The Certificate of Organization costs $45 online, $50 by paper, and online filing is payable by credit card. Paper filers print the PDF and mail or deliver it, which also adds mailing time.2

Can I pay to expedite an Arkansas LLC filing?

The Secretary of State's pages we cite don't list an expedite fee, and they describe a quick standard turnaround. Provider rush options, such as ZenBusiness's Starter rush (+$79) or InCorp's expedite fee ($50.00), speed up the provider's side. Ask what a rush fee covers before you pay it.11, 40

Does an Arkansas LLC have to publish a newspaper notice?

The filing pages we cite don't mention one, and we found no official page that sets a publication step for a new LLC. If your business type might carry extra notice rules, confirm with the Secretary of State before filing.

Do formation packages file the Arkansas franchise tax report?

Some higher tiers include annual report filing, though none of the package pages we cite names Arkansas's franchise tax report. Tailor Brands' Essential adds annual compliance (report filing and updates), ZenBusiness's Pro includes state-required annual report filings and up to 2 amendments per year, and Swyft Filings sells ComplianceGuard $199/year. The $150 annual LLC franchise tax itself is paid to the state either way. See what Arkansas LLCs owe after formation and how annual reports work.7, 8, 11, 35

Do I need an EIN for an Arkansas LLC?

The IRS issues it, and most banks ask for one before opening a business account. Several packages include it, and others sell it alone, such as InCorp's at $69 or Northwest's at $50 (with SSN). You can also apply with the IRS yourself.24, 30
