Best LLC formation services in North Carolina

Facts checked October 13 to 14, 2026.

A North Carolina LLC is formed by filing the Articles of Organization (Form L-01) with the North Carolina Department of the Secretary of State, Business Registration Division for $125, and standard processing takes 5 to 10 business days. The state sells faster handling at $100 for filing within a day or $200 for same-day filing of documents received by 12:00 noon ET. A formation service files the same Articles for its own fee on top. Since every LLC here then owes an annual report each spring, compare what each package does after formation as well as what it costs on the day you file.1, 2, 3, 4

How do you form an LLC in North Carolina, step by step?

Check that the name is free, choose a registered agent, file the Articles online or by mail, pick a speed, then get an EIN and sign an operating agreement before the first annual report comes due.

The order below avoids the usual hold-ups, such as a taken name or an agent who doesn't qualify. The filing and the speed choice are where money changes hands.

  1. Search the name. The sources cited here don't set out North Carolina's name-availability rules, so check the Secretary of State's records before you file. If you need to hold a name before filing, the fee schedule in the statute lists $10, while the Secretary of State's common-forms list shows $30.00 for a reservation that lasts 120 days and can't be renewed. Those figures disagree, so confirm the current charge with the office before paying.5
  2. Pick a registered agent. North Carolina accepts an individual who resides in this State whose business office is the registered office (N.C. Gen. Stat. § 55D-30), and commercial services fill the role for a fee. The North Carolina registered agent guide explains who qualifies and how the address is used.6
  3. Decide who runs the LLC. Each annual report asks for the names/titles/addresses of principal company officials, so it helps to settle titles and roles before you file.7
  4. File Form L-01. The Secretary of State accepts an online filing or a filing on paper (Form L-01) by mail, and its own guidance says online filing is always faster. The fee is $125.1, 2, 3, 8
  5. Choose a speed. Standard handling is 5 to 10 business days. For an extra charge the state offers filing within a day ($100) or by the end of the same business day ($200, if received by 12:00 noon ET), with weekends and holidays excluded. A service's "rush" option is a different thing; ask whether it pays the state's charge.3, 4
  6. Apply for an EIN. The IRS, not the state, issues the employer identification number your bank and payroll provider will ask for. Some packages below include it.
  7. Sign an operating agreement. It is an internal document, separate from the Articles, and it records who owns what and how decisions are made between members.
  8. Put the annual report on the calendar. It is due April 15 each year, starting the year after formation, at $200 by paper or $203 online. It also asks for a brief description of the business. The Secretary of State sources cited here don't mention a newspaper notice for new LLCs. Staying compliant in North Carolina covers deadlines and penalties.7, 9

"Not listed" means the published package description is silent on the item, so ask before ordering. The first-year and later-year sums are on the cheapest ways to form a North Carolina LLC.

What does each provider's formation package include for a North Carolina LLC?

Each package below is described from the provider's own pages, with what it leaves out, in the site's table order (how we score).

That order is by our score, with ties in editorial order. Agent service on its own is compared in registered agent services for North Carolina.

Tailor Brands

Lite costs $0 plus state fees and is processed within 14 business days. Next to the higher plans, Lite has no annual compliance, operating agreement or branding tools. Essential, at $199/yr plus state fees, is processed within 1 business day and adds annual compliance (report filing and updates), described for all states rather than North Carolina in particular. The operating agreement is included in Essential and Elite, and Tailor Brands offers an EIN filing service whose price is not published. No package names an agent, which Tailor Brands sells at $199/year. Essential and Elite ($249/yr plus state fees) bill yearly. Full detail in the Tailor Brands review.10, 29, 30

ZenBusiness

Starter is $0 + state fees (does not renew), with handling of 7-10 days that excludes Secretary of State time, so North Carolina's own time is added. Starter comes with Worry-Free Compliance free for 1 year (then $199/yr); the EIN and operating agreement are +$99 add-ons. Faster handling on Starter is a Rush upgrade +$79. Pro costs $199 + state fees, renews at $199/yr and includes state-required annual report filings, a filing North Carolina asks for every April. No package includes the agent; it is an add-on +$199/yr. See the ZenBusiness review.11

LegalZoom

The Basic package, $0 + state filing fees, covers the Articles of organization; the EIN and operating agreement are extras. An EIN costs $79 and operating agreements start at $99. The next tier, $249 + state filing fees, adds attorney consultations that include a trial period and then $49/month auto-renew. LegalZoom's annual report service is $99 + state filing fees, and its package lists don't mention the agent. The LegalZoom review lists the rest.13, 14, 31, 32

Bizee

Basic is $0 + state fee and lists Registered Agent (1st year included), after which the agent renews at $149/year (ongoing annual fee). It leaves out the EIN ($70 on its own) and operating agreement (+$99). Standard, $199 + state fee, adds the EIN, operating agreement and faster handling; Bizee says Standard includes expedited filing. Ask whether that covers North Carolina's paid expedite or only Bizee's own handling. See the Bizee review.15, 33, 34

Swyft Filings

The Basic package is $0 + state fees, with handling listed at 7-10 business days. Standard, promoted at $169 + state fees, adds an operating agreement, and Swyft quotes 3 business days for it. No package lists an agent. Every tier includes a Trial of ComplianceGuard; after that, ComplianceGuard $199/year is a paid subscription. Read the Swyft Filings review.17, 18

doola

doola's Starter plan costs $297/yr, so it recurs each year. It bundles the EIN, US bank account guidance, US business address, registered agent service. doola says it files within 1-2 business days, before the state's own processing. It says it can help US citizens and a non-resident without a US SSN; the non-resident founders page covers that case. Annual report filing isn't listed in Starter. See the doola review.19, 35, 36

Northwest Registered Agent

Northwest's formation is $39 + State Fees with extras that start with a free domain name. Northwest says a year of agent service is included, but only as stated on the corporation page, so confirm for an LLC order. Its operating agreement is a free template; the EIN costs $50 (with SSN) or $200 without SSN. Northwest files annual reports for $100 + state fees. The Northwest review has the agent terms.20, 21, 37, 38, 39

Rocket Lawyer

The first registration is free with a Rocket Lawyer membership, and the cheapest membership, Standard at $149/year, doesn't cover the agent (registered agent not included). The offer excludes government and third party fees. An EIN is $70 with Plus or Pro membership, and the agent is $125 with a Plus or Pro membership. Annual report filing is $100 with Pro membership. No operating agreement is listed with formation. Read the Rocket Lawyer review.22, 23, 40, 41, 42

InCorp

InCorp prices formation starting at $99 plus state fees; its agent is sold separately. It charges a $50.00 InCorp expedite fee, with the state expedite fee extra, so a same-day North Carolina filing through InCorp carries both charges. The EIN service is $69. No operating agreement is itemized. See the InCorp review.24, 25, 43, 44

Harbor Compliance

Harbor prices formation from $99 plus state fees, and its page lists name check, articles, registered agent, EIN, and the operating agreement without saying which tier includes what. It says most LLC forms are prepared and filed in one business day. It offers state expedite options, but the price is not published. Its agent renews at $159 annually. More in the Harbor Compliance review.27, 45, 46

Should you file the North Carolina Articles yourself or use a service?

Filing yourself costs $125 plus any expedite charge, and the Secretary of State's online filing builds the form from a series of questions and answers. A service mostly saves time on the name search, the agent and the EIN.2, 8

If you are a North Carolina resident with a business office at the registered office, you can be your own agent under N.C. Gen. Stat. § 55D-30 and pay nothing for that role. The cost is availability and privacy: your office address goes on the public record, and someone has to be there to accept papers.6

A service's speed and the state's speed are separate. ZenBusiness, for one, says its handling time excludes Secretary of State time. If you need the LLC by a date, the state's own $100 and $200 options are the ones that speed up the state's part.4, 11

The yearly report is where a service can keep earning. Some bundle a free first year or a trial of compliance help that then renews. Some formation plans also bill every year, whether or not you use the extras. Filing the report yourself costs $203 online, so weigh a provider's filing fee, such as $100 + state fees at Northwest, against doing it yourself in April. For a contract between several owners, a lawyer's review of the operating agreement may be worth more than a template. Terms used here are defined in the glossary.9, 21

Questions about forming an LLC in North Carolina

How long does it take to form an LLC in North Carolina?

The Secretary of State lists 5 to 10 business days for standard processing and says online filing is always faster. Paying $100 buys filing within a day, and $200 buys same-day filing for documents received by 12:00 noon ET. A formation service's own handling time comes before the state's.3, 4

Can I file North Carolina's Articles of Organization by mail?

Yes. Besides an online filing, the state accepts the Articles on paper (Form L-01) by mail. Mail is slower to arrive, and the state says online filing is faster, so a deadline is a reason to file online and add expedite.8

Does a North Carolina LLC need a formation package with annual report filing?

It needs the report filed every year, starting the year after formation, by you or by someone you pay. ZenBusiness's Pro includes state-required annual report filings, and Tailor Brands' Essential includes it too; LegalZoom sells it for $99 + state filing fees. Filing it yourself costs $203 online. See annual reports explained.9, 11, 14

What does reserving an LLC name cost in North Carolina?

Two official sources disagree. The statute's fee list shows $10, while the Secretary of State's forms list shows $30.00 for a reservation that lasts 120 days. Confirm the charge before you pay, or skip the reservation if you are ready to file the Articles.5

Do North Carolina formation packages include a registered agent?

Some do. Bizee's Basic includes the agent for its first year, doola's Starter includes an agent, and ZenBusiness sells it as an add-on +$199/yr. Check the renewal price as well as year one; registered agent services for North Carolina lists each one.11

Can a non-US founder form a North Carolina LLC through a service?

Several providers say they work with founders abroad. doola says it can help a non-resident without a US SSN, and Northwest sells an EIN for $200 without SSN. The filing fee and the annual report are the same for every owner.36, 39
